An "enclave" is a geographical area that is either contiguous or separated from the administrative area in which it is located,but is surrounded by the territory of another administrative unit,and is a broad and specific form of political area.This usually leads to shifting of responsibilities,tug-of-war and unclear powers and responsibilities between the two or even more local governments involved,triggering responsibility avoidance behaviour by administrators,which in turn leads to obstruction of grassroots services and grassroots governance.Therefore,this paper attempts to start from a behavioural perspective,draws on the theory of differential pattern and the theory of behavioural public management,combines theoretical reference and derivation,and,through interviews and textual analysis,analyses the phenomenon and root causes of the problem of administrative staff avoiding responsibility in the governance of "flowery land" on the basis of relevant research literature and administrative behavioural research results at home and abroad.The paper analyzes the underlying logic of administrative avoidance in China from three dimensions: ethics and emotions,power and order,and interests,and proposes debugging ideas for the governance of "flowery land".The paper is divided into six parts.The first part identifies the background and significance of the study.Through sorting out and summarising,"flower-planted land"is divided into three types: cross-overlapping "flower-planted land",zoning vacuum"flower-planted land" and clan identity "flower-planted land"."The study also analyses the manifestations and characteristics of these three categories.It also analyses the manifestations and characteristics of these three types of "insertion sites"and introduces the research ideas and contents.In the second part,on the basis of the combing,development and combination of behavioural public management theory and differential pattern theory,three dimensions of analysis are proposed to draw out the analytical framework.In the third part,the study seeks to identify the characteristics of the avoidance behaviour of government officials involved in different types of "flower-planting" cases.In the fourth part,the causes of the responsibility dilemma are analysed according to the different characteristics.The fifth part attempts to identify the solutions to the dilemma on the basis of the problem.The study finds that there is a certain internal logic to the blame avoidance behaviour of administrators.From an emotional perspective,the geographical boundaries of administrative districts and the conflict between public and private identities of administrators under the role of kinship influence the behaviour of administrators and breed avoidance of responsibility.From the power dimension,the hierarchical order of the bureaucratic class brings about a weakened sense of responsibility,and an administrative environment that emphasises process perfection further reinforces the avoidance of responsibility.From the perspective of interests,the cost-benefit synergy is a necessary reference for intergovernmental cooperation,and the governance of "flowery places" must be synergistic,so the inequality of cooperation conditions also influences the tendency of administrators to avoid responsibility to a certain extent. |
