As a new form of globalized business operation,digital trade,with Internet technology at its core and in the form of e-commerce and data flow,is increasingly showing a trend that is closely linked to the current reality of the economy and society in the fields of goods exchange,data flow,information security,and intellectual property rights.At present,there is still a lack of a set of feasible global international rules for effective guidance on the constantly updated digital trade issues,and many controversial issues such as the definition of e-commerce and the application of rules remain to be resolved.The WTO is a global multilateral trade organization with the privilege of overseeing global trade.In recent years,its consensus decision-making and "member-driven" governance model have often fallen into an operational deadlock,which has also slowed progress in global digital trade negotiation rules.Countries have gradually shifted their focus to various preferential trade agreements and free trade agreements,and the trend of regional economic integration has become increasingly prominent.How to promote the coordination of all parties as much as possible and reach an international consensus on digital economic exchanges between trade liberalization and protectionism has become a key link that cannot be ignored in the formulation of the new round of globalized service trade framework.In this context,,his paper focuses on the evolution of digital trade rule-making within the WTO framework by using literature research and comparative research methods,focusing on the plurilateral negotiations on electronic commerce launched in January 2019 to summarize the core issues in the negotiations,analyze the consensus(e.g.,electronic signature,prohibition of unsolicited commercial digital information,etc.)and differences(e.g.,cross-border data Then,we analyze and interpret the two major templates of the US and Europe,take into account the economic development of global digital trade since the epidemic and the content of digital trade-related provisions in bilateral and regional trade agreements signed by various economies(e.g.CPTPP/USMCA/CETA,etc.),so as to analyze and explain the views of various parties under the core issues.In order to examine the future pattern of the global digital trade rules,the paths of the formation of the core issues,models and the interaction of bilateral and regional systems on the multilateral system.
