In order to better motivate and manage civil servants,foreign countries pay attention to the use of direct and intensive means to motivate civil servants,and pay attention to the incentive effects of welfare,material,promotion,and salary system.In China,with the increasing number of civil servants in our government,in order to better improve the enthusiasm of civil servants,some regions have introduced a list-based incentive method in recent years,which has played a certain role in improving the enthusiasm of civil servants and reducing work slack.guiding role.Checklist-type incentives are to realize the "visualization" of rights and responsibilities,and open up a new situation of civil servant incentive work in a new era with higher positions,more practical measures,and stricter requirements,and have certain advantages in human resource management.The list-type incentive provides a direct reference for the main responsible comrades of the county-level government to carry out personnel adjustment and cadre selection work,so that leaders can use talents more accurately and quickly.However,in the practice process,there are problems such as promotion ceiling,insufficient promotion resources,and imperfect mechanism construction.Based on this,this paper studies the list-based incentive problem of civil servants in M County,Hunan Province.On the basis of reviewing the research results at home and abroad,according to the "X theory-Y theory",strengthening the incentive theory and other basic theories,this paper analyzes the current situation of the implementation of checklist incentives for civil servants in M County,Hunan Province,and analyzes the existing problems and their causes.,and further refer to the experience of list-based incentive implementation in other regions in China,and put forward countermeasures and suggestions for improvement.The research conclusions drawn by this paper are as follows: the list-type incentive is an incentive concept and means formed in line with the development of the times,which meets the requirements of the current civil service management,and the list-type incentive mechanism can effectively break the current county-level government civil servants.In the situation of lack of resources,in addition,the weakening of negative incentives can play a more positive and positive role in incentives.According to the survey and interview results,the main problems of the list-based incentives for civil servants in M County,Hunan Province include: civil servants do not have a good understanding of the list-based incentives;The reasons for these problems from scientific exploration are: the design defects of the checklist incentive itself,the insufficient propaganda of the checklist incentive by the county-level government,the imperfect supervision mechanism of the checklist incentive,and the limitation of the power and resources of the county government.After analyzing the causes,this paper further proposes countermeasures and suggestions to improve the list-based incentives for civil servants in M County,Hunan Province,based on the practice of list-based incentives for civil servants in other regions in China and its inspiration.
