Currently,China is facing extremely serious challenges,the most prominent of which is the aging of the population.This issue is seriously testing our social security capability and economic development level.At the same time,economic development and social stability are also facing extremely serious challenges due to the increasing number of "fewer children" and the disabled population.In order to improve the health of the disabled elderly and create a harmonious and beautiful environment for the elderly,in 2016,China has been actively exploring a reasonable and effective long-term care insurance system in order to achieve better results in long-term care.Compared with foreign countries,China is still in the exploration and establishment stage in terms of long-term care insurance policy effects.Therefore,there is a large gap with foreign countries in terms of research content,research progress and research depth.Since the launch of the long-term care insurance pilot project,many domestic scholars have conducted in-depth studies and researches on long-term care insurance to promote the further improvement of long-term care policy.This thesis is based on the research results of previous scholars and aims to explore the fundamental purpose of long-term care insurance-to improve the quality of life of the disabled elderly.In the new context of the intersection of the 14 th Five-Year Plan and the "Health China" strategy,this thesis adopts a combination of theoretical and applied research ideas,based on the policies,data and reform paths of the pilot cities of long-term care insurance system,and uses the propensity score matching-dual difference method(PSM-DID)to conduct an empirical analysis to explore the impact of long-term care insurance policies on the quality of life of the disabled elderly and their families,and to propose corresponding policy recommendations.The main content of this thesis is divided into four parts: the first part introduces the research background,research significance,literature review,research methodology,thesis structure and innovation,definition of relevant concepts and theoretical overview;the second part selects variables from the CHARLS 2015 and 2018 biennial databases and constructs the PSM-DID model to study quality of life;the third part contains benchmark regression analysis,robustness test and heterogeneity analysis;the fourth part provides a reasonable analysis of the empirical results,proposes corresponding policy recommendations for the construction of long-term care insurance system in response to the analysis results,and summarizes the research shortcomings of this thesis.The empirical analysis reveals that long-term care insurance has a significant effect on the quality of life of the disabled elderly,but there are differences in the degree of benefit of the disabled elderly in various health indicators by degree of disability,gender,living environment,and economic level.Therefore,this thesis proposes the following policy recommendations in response to the research findings: increase long-term care coverage for moderately disabled elderly to improve their quality of life;expand the coverage of long-term care insurance to better serve urban and rural residents;develop personalized care needs programs for disabled elderly and improve the graded care system of long-term care insurance;strengthen health education for disabled elderly and guide them to develop a healthy lifestyle;develop the elderly care market and promote the construction of care institutions and caregivers.At the same time,it is recommended to build a diversified care system by drawing on advanced foreign experience.
