Research On The Innovation Of Urban Community Governance Mechanism From The Perspective Of Public Value Management

The community deeply embodies the innovation efficiency of the grassroots governance practice.Immediately after receiving a lawsuit is a rapid response mechanism for accurately matching demand and supply.Compared with the action due to action and action before action,the action before action is proactive governance and proactive action.It emphasizes that public managers interact with the public through the initiative of "seeking action" and improve the effectiveness of response through multi-channel dialogue.This paper takes the practice of pre-emptive action without litigation in Community B of Beijing as the research object,and discusses how to innovate the community governance mechanism through pre-emptive action without litigation and improve the efficiency of community governance.Based on the grounded theory,this paper summarizes the interview records,and divides the first action without complaint into three stages: front end,middle end and end.The key behaviors are appeal absorption,subject coordination,consultation and discussion,and service evaluation.Due to problems such as unclear scope of application,limited appeal absorption ability of the subject,unclear collaborative plan of the subject,accustomed to pressure type assessment thinking and so on,the action before filing a lawsuit is faced with difficulties such as weakened public opinion guidance,reduced appeal handling effect and limited performance improvement efficiency.The compatibility between the public value connotation and the content of preemptive action without litigation makes public value management become the theoretical basis for optimizing preemptive action without litigation.Under the framework of "public value definition-public value production-public value evaluation",this paper puts forward the optimization path: using active thinking and priority thinking to reasonably define public value and construct guiding action consensus;Promote the institutionalization of value with the help of responsibility list,consolidate the production capacity of subject value,and realize the normal coordination of subject;Change the thinking of performance appraisal,pay attention to non-task-based performance and set up performance improvement mechanism,improve the value assessment framework.To improve the ability of public value creation as the goal to optimize the pre-action mechanism,so as to give full play to its practical value of effectively promoting the improvement of community governance efficiency.
