Study On Comprehensive Monitoring And Early Warning Mechanism Of Urban Emergency

With the accelerating process of urbanization and industrialization,the urban security risk environment is becoming increasingly complex.Under the impact of high risk complexity and strong derivative,the high risk and vulnerability of cities are highlighted.At present,China’s urban emergency monitoring and early warning work tends to single disaster,sub-industry sub-monitoring and early warning,monitoring and early warning lack of convergence in all aspects,backward safety management,risk prevention and control ability is limited.Therefore,establishing a new concept of urban risk management,building a comprehensive monitoring and early warning mechanism for urban emergencies,and promoting the standardization of the operation process of comprehensive monitoring and early warning for urban emergencies have become the practical needs of the development of urban risk prevention and control.Based on risk management,this paper explores the construction and application path of urban emergency comprehensive monitoring and early warning mechanism.The full text is carried out according to the idea of "discovering problems-focusing problems-finding ways-applying feedback".By defining the related concepts and theories of comprehensive monitoring and early warning of urban emergencies,the overall idea and method of constructing the comprehensive monitoring and early warning mechanism of urban emergencies in China are proposed.On the basis of straightening out the sub-item monitoring and early warning mechanism of urban emergencies at the present stage,RBS/M is applied to construct the comprehensive monitoring and early warning mechanism of urban emergencies,which is coupled with risk identification,work plan formulation,risk monitoring,early warning and linkage disposal.Taking the central city of A as the empirical research object,this paper carries out the application feedback research on the production of urban emergency comprehensive monitoring alarm machine as the "top-level design" in local areas,and puts forward the application path and countermeasures.The main research contents are as follows:(1)Based on the theories of risk management,collaborative governance and complex system,combined with the prominent characteristics of urban emergency risk,the related concepts of urban emergency comprehensive monitoring and early warning mechanism are refined and defined,and its connotation and denotation are analyzed to form the conceptual system of urban emergency comprehensive monitoring and early warning mechanism.(2)By systematically combing the current situation and problems of urban emergency monitoring and early warning mechanism construction in China,and drawing on the successful experience of foreign typical urban monitoring and early warning work,combined with the practical needs of urban emergency comprehensive monitoring and early warning mechanism construction,the overall ideas and principles of urban emergency comprehensive monitoring and early warning construction are clarified.(3)Based on the four fields of urban lifeline engineering,natural disasters,production safety and public safety,this paper straightens out the current emergency sub-monitoring and early warning mechanism,analyzes the shortcomings of monitoring and early warning construction in different industries,and lays the foundation for the construction of comprehensive monitoring and early warning mechanism of urban emergencies.(4)Based on the RBS/M multi-risk dynamic management and control model,the urban sub-item monitoring and early warning mechanism is effectively integrated.Combined with the "5W1H" analysis method,a comprehensive,multi-level and three-dimensional urban emergency comprehensive monitoring and early warning mechanism framework is constructed.Combined with the application steps of RBS/M mode,the operation process of urban emergency comprehensive monitoring and early warning mechanism is proposed,which includes six links: risk identification,work plan formulation,risk monitoring,early warning analysis,linkage disposal and risk reduction.(5)Taking the central urban area of A City as the empirical research object,this paper constructs the application research path through the identification of risk environment characteristics and field visits and seminars,and carries out the application of the comprehensive monitoring and early warning mechanism in the central urban area of A City.The feedback shows that the theoretical framework and operation process of the comprehensive monitoring and early warning mechanism for urban emergencies proposed in this paper are conducive to improving the ability of urban risk prevention and early warning and pre-control,and can provide research examples for other cities to carry out emergency monitoring and early warning.This paper has 22 figures,15 tables,and 129 references.
