Since the Crimea crisis,there is mounting tension between US and Russia.After Donald Trump took office,China and Russia have been regarded by the United States as“revisionist power”of the world order.“America is back”which was addressed by president Joe Biden in 2021 seemed to cast a new light on the trilateral relationship.However,Biden’s Sino-Russia policy which is increasingly clear,and the Biden administration’s performance after the Russian-Ukrainian conflict in early 2022 had brought the trilateral relationship back to reality once again.This article takes Biden’s Sino-Russia policy as the starting point.In the first chapter,it summarizes the overall direction of the Biden’s Sino-Rssia policy.It is believed that Biden is carrying out “ Confinement ” policy to China with both competition and cooperation.And although Russia has declined from its position as its primary strategic rival,it is still difficult to escape Biden’s all-field pressure and drag.In the second chapter,it compares and analyzes the Sino-Russia policy between Biden and Trump.It argues that Biden’s Sino-Russia policy is more flexible,paying more attention to allies and multilateral forces.And Biden’s Sino-Russia policy has three characteristics: rationalization,positive competition and strong sense of worth.The reasons are derived from the establishment color of Biden and his team at the micro level,from the stagnation of the US economy at the middle level,and from the decline of US influence at the macro level.Based on the aforementioned policy analysis,Chapter 3 explores the new trends in trilateral relations triggered by Biden’s Sino-Russia policies.First,the trend of competition is difficult to reverse in Sino-US and US-Russian relations.Sino-US competition focuses on economic competition with scientific and technological competition as the core,aiming to win the future.While US-Russia competition focuses on the security order of Central and Eastern Europe,which is a product of history.Second,in the context of Biden’s alliance policy superimposed on the Russia-Ukraine conflict,international relations are increasingly showing a competitive situation in which the United States and its allies are on the one hand,and China and Russia are on the other.Third,the views and positions of China and Russia on specific international affairs are harmonious but different,which is reflected in China that it has tendency to handle trilateral relations with multilateralism,while Russia tends to balance trilateral interaction by strengthening Sino-Russia relations.According to the conclusions of Chapter 3 that the competition between China and the United States,and the competition between the United States and Russia have different priorities,and China and Russia have different strategic choices towards the United States,Chapter 4 further deduces the core elements of the change in the trilateral relationship and the impact of the change.The core element of the change in Sino-US relations is whether the United States’ contradictory “Confinement” policy can be successful,and whether China’s anti-“Confinement”efforts can achieve results.And whether Russia can maintain its will and provide a steady stream of material resources for its will.The drastic changes in trilateral relations have also led to overlapping governance schemes and contradictory governance standards,and the mistrust between major countries has distracted the synergy of global development,while the concept of “middle ground” has also returned among emerging countries.
