In recent years,with the remarkable improvement of China’s comprehensive national strength,the scale and influence of China’s overseas aid are increasing day by day,and at the same time,it has received more and more attention from the international community.Many of the countries along the Belt and Road are the main recipients of China’s aid.The academia has conducted extensive research on the impact of China’s overseas aid,and there are continuous disputes over the effectiveness of aid.The research on aid and conflict has become a new hot topic.Some scholars have also found that terrorist attacks in the recipient countries of the Belt and Road Initiative will be inhibited,which inspires us to understand the impact of foreign aid on terrorist attacks and explore its mechanism.Based on the database of China’s foreign aid projects and global terrorism database from 2000 to 2017,this paper uses the instrumental variable method to empirically study the impact of China’s aid on domestic terrorist attacks in recipient countries around the world,and conducts heterogeneity analysis on whether they are countries along the Belt and Road.From social factors and economic factors and other aspects to explore its internal influence mechanism.This paper analyzes the impact of foreign aid on terrorist attacks through the following aspects: social stability,GDP growth rate,and social governance capacity.The results show that the increase of China’s overseas aid can significantly enhance the economic growth rate,social stability and social governance capacity of the recipient countries,and then increase the opportunity cost of people engaged in terrorist activities.The results of heterogeneity analysis show that after the implementation of the Belt and Road policy,the ability of China’s overseas aid to inhibit terrorist activities has been significantly improved.The robustness test based on different models also supports the stability of the conclusions in this paper.The mechanism research shows that most of China’s overseas aid takes the form of infrastructure investment to help recipient countries achieve independent development and improve their economic level.This increases the recruitment cost and attack risk of terrorist organizations,which in turn has a dampening effect on terrorist activities.In countries with poor economic levels,people live under stress,are more likely to be frustrated and prone to violence.In countries with poor governance and social stability,it is difficult for people to obtain what they need through non-violent channels,which increases the likelihood of unrest.The research in this paper provides a new perspective for explaining the inhibitory effect of foreign aid on terrorist activities. |
