The basic-level government portal is a window for the basic-level government to provide public services to the society through network technology,and an important channel and platform for the public to obtain authoritative government information,enjoy convenient one-stop services,and participate in interactive exchanges.The Qo S of basic-level government portals directly affects the public’s satisfaction and sense of access to government services.Therefore,it is of great practical significance to carry out research on the Qo S of basic-level government portal websites.This paper took the county government portal website of Jilin Province as the research object,measured the Qo S of basic-level government portal website of Jilin Province through the construction of the evaluation index system,found out the existing problems and put forward targeted countermeasures,aiming at helping the Qo S of the basic-level government portal website of Jilin Province to further improve.This paper reviewed the research results on the Qo S of government portal websites at home and abroad.Then,based on the successful model of information system,functional positioning of government websites and requirements of policy documents,this paper had formed 4 first-level indicators of information quality,service capability,interactivity and system quality,and 15 second-level indicators.By using analytic hierarchy process to design the weight coefficient,a more scientific and reasonable evaluation index system for the Qo S of basic-level government portals in Jilin Province was constructed,and based on this,59county-level government portals of Jilin Province were actually evaluated.It is found that although the overall level of the Qo S of the basic-level government portal website in Jilin Province is high,there are still problems such as poor comprehensiveness and timeliness of information quality,inadequate online affairs,low effectiveness of interactive communication and lack of inclusiveness of the website system.The reasons are the lack of combing and integration of information resources,the standard process of online services is not standardized enough,some grass-roots civil servants have weak awareness of government service and websites lack personalized design.Therefore,this paper puts forward countermeasures such as further optimizing the quality of website information content,strengthening the construction of service process specifications and standards,further improving service awareness and service ability,and focusing on the shaping of personalized service mechanism of website system.
