An Empirical Study On Counterpart Assistance To Tibet Under The Perspective Of Common Developmen

As a policy benefiting all the people of Tibet,"matching aid to Tibet" has been gradually enriched and developed over the past two decades,which has enabled Tibet’s economy and society to achieve leapfrog development.In 2019,focusing on the requirement of the policy of "Three diplomatic relations" and of strengthening the consciousness of he Chinese national community,Heilongjiang has constantly innovated and optimized its aid systems and mechanisms,and opened up a new prospect for a high-quality aid to Tibet in a new era.Under the guidance of Marxist ethnic theory and policy,taking common development as the research perspective,this paper has provided a comprehensive review which takes the practice of the seventh group of Heilongjiang Province’s Tibet aid teams in supporting Renbu,Kangma and Xetongmen counties of Xigaze City in Tibet in the past three years as principle,along with the historical process and basic situation of the state’s support for the development of Tibet through the seven Tibet work symposia,to undergo some certain exploration and summary.Therefore,the paper can be divided into five chapters.The first chapter is the introduction part,which introduces the background and significance of the topic.The relevant researches at home and abroad are analyzed and reviewed as well.At the same time,the research contents and methods of this topic are clarified.And I put forward the research points,innovation points and deficiencies of this topic and I also sorts out the important concepts and theoretical basis.In the second chapter,the development course of the state aid policy to Tibet are reviewed and sorted out.The third chapter elaborates in detail the measures taken by Heilongjiang Province to assist the three counties in Xigaze from four aspects: cultural and educational assistance,livelihood assistance,industrial assistance and ecological assistance.The fourth chapter summarizes the achievements and characteristics according to the measures taken by Heilongjiang Province in terms of pairing assistance towards three counties in Xigaze County.In the fifth chapter,the aid practice of Heilongjiang Province is taken as inspiration to provide some experience for other provinces and cities to aid Tibet.
