With the in-depth reform of the socialist market economic system,the economy of the Ruian has developed rapidly,private enterprises have risen and fallen,and a large quantity of new industries have sprung up,and the labor relations have also undergone tremendous changes.Since the introduction of laws and regulations related to labor relations like ”the Labor Contract Law” in 2008,the number of labor dispute cases has increased rapidly.Especially in recent years,because the awareness of workers to protect their rights has been constantly enhanced,and the economy of enterprise affected by the novel coronavirus epidemic,the overall social economy has declined.The number of labor dispute mediation and arbitration cases in the Ruian is high and increasing year by year,and showing a trend of diversified types and complex appeals.While arbitration institution of labor and personnel dispute at the grass-roots level generally appear "more cases and fewer arbitrators",resulting in a sharp increase in work pressure.Due to various reasons,the labor and personnel dispute’s arbitration system,supervision mechanism,institution construction and personnel allocation have shortcomings,which need to be improved and improved.Our research focuses on the relevant concepts and the system’s development of labor and personnel dispute arbitration,and starts with representative labor and personnel dispute cases in the actual work in the Ruian,and analyses arbitration work the current status by the data on handling of labor and personnel dispute cases from 2018 to the end of August of 2022 in the Ruian.The main problems and causes are discussed in depth through questionnaires.According to the actual situation of the labor dispute settlement mechanism,this paper puts forward the operable suggestions from multiple perspectives,aiming to improve basic labor and personnel dispute arbitration mechanism in the Ruian.The arbitration institution and the arbitrators can grasp the correct handling perspective and adopt reasonable handling methods when handling labor and personnel disputes.It can get good results in handling disputes and maintain the rights of the parties.It also can promote the harmony of labor and personnel relations and social stability.We will establish a justice and authoritative social image of labor and personnel dispute arbitration institutions and arbitrators,and consolidate its position in social management in the new era.
