Research On Digital Transformation Of Real Estate Registration Institutions From The Perspective Of New Public Management Theory

Against the backdrop of the current digital age,promoting the digital transformation of government is an essential requirement for deepening the "delegation,regulation,and service" reform,advancing the "Internet Plus government services" work,and promoting the convenience of real estate approval services."Internet Plus real estate registration" is a new government governance model that combines internet technology with real estate registration and is a specific manifestation of "Internet Plus government services." However,the digital transformation of real estate registration institutions is a complex and challenging systematic project that faces many problems and obstacles that need to be resolved.Real estate registration plays a critical role in China’s economic and social activities,affecting the vital interests of the people and businesses.Accelerating the digital transformation of real estate registration institutions is of great significance for optimizing the administrative approval system,deepening the construction of e-government,accelerating the construction of a service-oriented government,ensuring the security of people’s transaction registration,improving the convenience of real estate registration,optimizing the business environment.This article takes the digital transformation of real estate registration institutions from the perspective of the new public management theory as the research object and uses research methods such as literature research,interview,questionnaire survey,and case analysis.Firstly,this paper summarizes and explains the research background,significance,content,research methods,and the current research status at home and abroad,and briefly summarizes and explains the concepts and theories related to this paper.Secondly,it analyzes the current situation,existing problems,and reasons for the implementation of the digital transformation of real estate registration institutions in Wenzhou City,providing a realistic basis for in-depth promotion of digital transformation.Thirdly,it selects successful experiences of advanced countries and regions in promoting the digital transformation of real estate registration institutions,summarizes their measures in related aspects,and learns from their best practices.Finally,this paper proposes targeted and operational countermeasures and suggestions from the aspects of accelerating the software and hardware foundation of digital transformation,breaking down information barriers between departments,strengthening the online operation capabilities of registration institution staff,promoting the ideological transformation of online registration by the masses,and strengthening the online real estate registration security guarantee.
