Study On The Anti-corruption Struggle Of The Communist Party Of Cuba Since The New Century

The problem of corruption has worsened in response to changes at home and abroad,especially since the start of economic reforms in the 1990 s.Since the beginning of the new century,the situation inside and outside Cuba has become more complex.Domestic aspects:the traditional socialist economic system highly centralized power and lack of perfect market supervision,resulting in endless corruption;Excessive secrecy in the political system,which depriving citizens of reliable information,creates conditions for officials to use their power for personal gain and impunity;The twists and turns of economic development and the constant ideological penetration of the United States have distorted the values of some officials,made the moral bottom line lax and frequent corruption.International aspect: Cuba’s poverty intensification under the long-term blockade,the severe international corruption situation and the infiltration of western hedonistic privilege thought all have an important impact on Cuba.In the face of the increasingly complex situation at home and abroad,the Cuban leadership has placed greater emphasis on the importance of the anti-corruption campaign,intensified efforts and achieved good results in this regard.Therefore,the study of the main measures and characteristics of the Cuban Communist Party’s anti-corruption struggle since the new century has important implications for the construction of anti-corruption in contemporary China.Based on the anti-corruption struggle of the Communist Party of Cuba since the new century,guided by Marxist historical materialism and dialectics,this paper adopts the methods of literature research,inductive analysis and comparative research,discusses the international and domestic reasons of the anti-corruption struggle of the Communist Party of Cuba since the new century,summarizes and analyzes the main measures and characteristics of the anti-corruption struggle of the Communist Party of Cuba since the new century.Objective analysis was made on the results and difficulties of the Communist Party of Cuba’s anti-corruption struggle in the new century,and the enlightenment to our country was explored.The main body of this paper consists of four parts: the background of the anti-corruption struggle of the Communist Party of Cuba since the new century,the main measures and characteristics of the anti-corruption struggle of the Communist Party of Cuba since the new century,the evaluation of the anti-corruption struggle of the Communist Party of Cuba since the new century,the inspiration of the anti-corruption struggle of the Communist Party of Cuba since the new century.The specific research of each part is as follows:The first part mainly analyzes the Cuba to strengthen anti-corruption efforts.The second part mainly discusses the main measures of anti-corruption struggle of the Communist Party of Cuba since the new century: breaking the tradition of impunity;Improve the legal system of corruption control;Strengthen the institutional building of corruption governance;We will strengthen international cooperation in fighting corruption.Through the analysis of the main measures,the main characteristics of Cuba’s anti-corruption struggle since the new century are as follows: the punishment of corruption is strong;Combination of anti-corruption struggle and clean government construction;Attach importance to grassroots supervision;Leaders take the lead;Reform the leadership system and break the solidification of power.The third part mainly from attracting more foreign investment,strengthening the authority of the party and the government,forming a relatively perfect anti-corruption system and so on summarizes the effectiveness of the anti-corruption struggle of the Communist Party of Cuba since the new century;This paper analyzes the difficulties faced by the Communist Party of Cuba in the anti-corruption struggle since the new century from the perspectives of the separation of party and government functions,the imperfect economic management system,the civil service system to be reformed,the continuous interference of the United States government,and the international anti-corruption cooperation mechanism to be improved.The fourth part mainly discusses the reference significance of Cuba’s anti-corruption struggle to the construction of anti-corruption in China from the perspectives of strengthening the independence and authority of the supervisory organs,strengthening international cooperation to improve the cross-border anti-corruption mechanism,improving the relevant legal system to increase the severity and scope of punishment,guaranteeing the democratic supervision rights of the grassroots masses,and clearly distinguishing the functional boundaries of the party and the government.
