Study On The Whole Process Of People’s Democratic Value

The people’s aspiration for a better life is our goal.The report to the 20 th National Congress clearly points out that people’s democracy is the life of socialism and an integral part of building a modern socialist country in an all-round way.Whole-process people’s democracy is an essential attribute of socialist democracy.It is the broadest,truest and most effective form of democracy.The people’s needs for a better life are increasingly extensive.In addition to higher requirements for material and cultural life,active participation in democratic political construction,the pursuit of fairness and justice,and the protection of individual rights and interests have also become an important part of the people’s better life,which is an important reflection of the people’s democratic value in the whole process.The whole process of people’s democracy has a complete system and procedure and participation in practice.It integrates process democracy with outcome democracy,procedure democracy with substance democracy,direct democracy with indirect democracy,and the people’s democracy with the will of the state.It is a whole-chain,all-dimensional and all-coverage democracy,and the broadest,truest and most effective socialist democracy.The whole process of people’s democracy is rich in connotation and contains extensive and practical value and significance for individuals,society and the country.The purpose of this paper is to explore the value of people’s democracy in the whole process,and to explore the ways to realise it,so as to enhance the depth of knowledge and consciousness of practice of people’s democracy in the whole process from the combination of theory and practice.The text is divided into three parts:introduction,body and conclusion.The introduction includes the background and significance of the topic,the current situation of domestic and international research,research ideas and methods,innovations and shortcomings,and the conclusion summarises the text and points out the issues for further research.The main text is divided into five parts:In the first part,the concept of whole-process people’s democracy and the value of whole-process people’s democracy are analysed.Firstly,it discusses the meaning of whole-process people’s democracy,i.e.the organic unity of the Party’s leadership,the people’s sovereignty and the rule of law as the cornerstone;the satisfaction of the people’s needs for a better life as the goal;the guarantee of the people’s participation in the whole process of political practice as the driving force;the complete democratic institutional procedures as the guarantee;and the fundamental question of who to develop whole-process people’s democracy for and who to rely on.It emphasises the holistic nature of democracy and the whole process,and is a form of realisation of people’s democracy.Secondly,this paper argues that the value of whole-process people’s democracy refers to the role and significance of the concept of whole-process people’s democracy and its embodiment in the institutions and procedures of whole-process people’s democracy for individuals,society and the state.In the second part,the value of full-process people’s democracy is explored in terms of the combination of theory and practice.The Marxist theory of democracy,the excellent Chinese traditional culture,and Xi Jinping’s important discourse on people’s democracy in the whole process are the theoretical basis for the generation of the value of people’s democracy in the whole process along with the century-long democratic pursuit of the Communist Party of China,from the New Democracy stage,the period of socialist revolution and advancing socialist construction,the period of carrying out reform and opening up and socialist modernisation,and the new era of socialism with Chinese characteristics In the practice of democracy,we search for the practical sources of the generation of the value of people’s democracy in the whole process.In the third part,we analyse the value carrier of all-process people’s democracy from two aspects: the institutional system and the participation procedure.The system of people’s congresses,the multi-party cooperation and political consultation system led by the Communist Party of China,the system of regional ethnic autonomy and the system of grassroots self-government together form the institutional vehicle of the value of people’s democracy in the whole process,with institutional values such as the establishment of the people’s subject status,the embodiment of the people’s will and the protection of the people’s interests.Democratic elections,democratic consultation,democratic decision-making,democratic management and democratic supervision form the procedural vehicle of the value of people’s democracy in the whole process,with procedural values such as the guarantee of rights,the aggregation of public opinion,the achievement of consensus,the practice of autonomy and the guarantee of timeliness.In the fourth part,the value of the whole process of people’s democracy is explored from three dimensions: individual,social and national.At the individual level,the value of full-scale people’s democracy lies in the expression of individual will,the enhancement of subjective consciousness,the safeguarding of human dignity,and the promotion of the realisation of the free and comprehensive development of human beings.At the social level,the values of full-scale people’s democracy are: the goal of social equality and justice,and the pursuit of social autonomy under the rule of law.At the national level,the values of the whole process of people’s democracy lie in the guarantee of the nature of the state and the realisation of its functions.The fifth part explores the realization of the value of people’s democracy in the whole process from four aspects: the fundamental guarantee,the basic premise,the necessary conditions and the practical path.The fundamental guarantee for the realization of the people’s democratic value in the whole process is to adhere to the organic unity of the Party’s leadership,the people’s running of the country,and the rule of law.The basic premise of realizing the value of people’s democracy in the whole process is to perfect the system of people’s democracy in the whole process and standardize the practice procedure of people’s democracy in the whole process.The necessary conditions for the realization of the whole process of the people’s democratic value include: economic construction is the material basis of the whole process of the realization of the people’s democratic value,cultural construction is the spiritual power of the whole process of the realization of the people’s democratic value;The practical way to realize the people’s democratic value in the whole process includes innovating the mode of social autonomy and enriching the form of consultative democracy.
