| In recent years,with the construction of "One Belt and One Road",the formation of a new pattern of western development,ecological protection and high-quality development of the Yellow Sea basin,the construction of new land and sea channels in the west and other national strategies,the role of the international dry port as an open platform for inland areas,logistics hubs and new growth poles of economic development is increasingly prominent.Especially,since the occurrence of the new crown pneumonia epidemic,international sea and air transport has been obstructed,and international railroad transport has received unprecedented development.The international dry port with multimodal transport as the leading business has gradually become the "fixed star" to stabilize the supply chain,extend the value chain and innovate the industrial chain.Gansu Province actively seizes the rare strategic opportunity to open up to the outside world as the necessary way to promote economic development,and timely plans to build Lanzhou and Wuwei international dry ports,and realize the linkage development between dry ports through inter-prefectural cooperation,and strive to form a one-way to two-way,from aggregation to radiation,from nodes to network of dry port function change.However,due to the constraints of administrative division,power distribution,performance competition,interest attribution and external conditions,a series of management problems such as lack of role,system and process have been exposed in the process of inter-prefectural cooperation of international dry ports in Gansu Province,resulting in the disorder of vertical inter-prefectural cooperation and the inappropriate horizontal inter-prefectural cooperation,and the development of international dry ports faces multiple challenges.This paper takes the management of Gansu Province International Dry Port as the research object,through collecting data,case study,questionnaire survey,field interview,etc.,to make an objective description of the current situation of Gansu Province International Dry Port inter-governmental cooperation in terms of the strategy,policy and economic background of cooperation,the goal,main body,process,way and mechanism of cooperation,etc.It is believed that Gansu Province International Dry Port has achieved operational level improvement,However,there are still many problems in resource allocation,development path,market operation,governmental behavior and operational framework in the inter-governmental cooperation of Gansu international dry port.In view of this,this paper makes comprehensive use of cooperative governance theory and inter-governmental cooperation theory,constructs an analytical framework through the deconstruction of management problems in the general sense under the perspective of inter-governmental cooperation,analyzes the interrelationship between the provincial,municipal and grassroots organizational fields,and comes to the conclusion that the cooperation goal is not formed as a transmission mechanism,the interaction of cooperative subjects is not formed as a long-term effect,the design of cooperation process is not considered professionally,the establishment of cooperation methods is not Through the market test and other problems caused by the cause,and the construction of cooperation mechanism does not break the traditional model.On this basis,combined with the actual management of international dry ports in Gansu Province,we propose countermeasures and suggestions to strengthen the top-level design,improve the cooperation mechanism,optimize resource allocation and achieve integrated development,in order to provide reliable reference and useful reference for the management of international dry ports in Gansu Province and provide alternative paths for the high-quality development of national dry port economy. |
