| Land is not only a basic factor of production,but also an important policy tool for local governments to stimulate economic growth in China.In the context of China’s unique reality,there is no doubt that local government intervention in the land market is essential and reasonable.Nevertheless,a combination of existing research and actual practice has revealed something that inappropriate intervention by local governments in the land market has led to the inefficient use of large amounts of industrial land.In order to deeply analyse the relationship between local government intervention in the land market and the industrial land use efficiency,drawing on existing research findings,this paper consider local government competition theory,location theory,regional innovation system theory and law of diminishing returns as the theoretical basis.Connecting theories above with the reality of China to propose three hypotheses is the next step in this research.The first hypothesis is that local government intervention in the land market has a negative spatial spillover affecting the industrial land use efficiency.The second hypothesis is that local government intervention in the land market reducing industrial land use efficiency by inhibiting industrial restructuring.The last hypothesis is that local government intervention in the land market reducing industrial land use efficiency by impeding regional technological innovation.To test the three hypotheses,collecting data during the period 2009 to 2019 from 268 cities,this study constructs a spatial econometric model and a mediating effects regression model,respectively.For one thing,based on the spatial interaction effects existing between regions,four types of weight matrices were constructed at the national level,and the spatial Durbin model(SDM)was applied to test the spatial spillover effects.For another,based on China’s unique economic and political systems,two transmission paths are established: "local government intervention in the land market → industrial restructuring → change in industrial land use efficiency" and "local government intervention in the land market → adjustment of regional innovation capacity → change in industrial land use efficiency ".The stepwise regression model was applied to test the mediating effect.The findings of this paper are as follows:(1)From a national perspective,there is a negative spatial spillover effect of local government intervention in the land market on industrial land use efficiency;both industrial restructuring and regional innovation capacity play a partial mediating effect in the effect of local government intervention in the land market on industrial land use efficiency.The above findings pass various robustness tests,and the consistency of the empirical results reflects the reliability of the study findings.(2)From the perspective of regional scale,the country is divided into four regions: the east region,the central region,the west region and the northeast region.There is regional heterogeneity in both the spatial spillover and intermediation effects.The spatial spillover effect mainly works in the western and northeastern regions,and the mediating effect of industrial restructuring and regional innovation capacity mainly works in the western region,while both effects in the eastern and central regions,which have a better economic base,fail the significance test.And,northeastern regions fails the significance test too.(3)From the perspective of city scale,the 268 cities in this study are divided into large-scale cities,medium-scale cities and small-scale cities.There is indeed city scale heterogeneity in spatial spillovers and mediating effects.The spatial spillover effect of local government intervention in the land market works for medium-and small-scale cities,while the mediating effect of industrial restructuring and regional innovation capacity only works for small-scale cities.The last but not least,based on the analysis of the research findings,the study proposes corresponding policy recommendations.Firstly,the market reform of industrial land should be deepened to create a good land market ecology,and it’s essential to straighten out relations between the government and the market.Secondly,government supervision and management should be strengthened,it is imperative that to form a whole process supervision chain and to build a joint departmental supervision mechanism.Thirdly,importance should be attached to spatial spillover effects,we must strengthen high-level cooperation,enhance institutional construction and construct a new pattern of healthy competition among cities.Finally,to optimise the local industrial structure and promote regional technological innovation is really significant thing.Relying on local resources,we should choose development models according to local conditions and promote the gathering of innovative elements to achieve not also intensive development of industrial land but also innovative development of industrial economy.Only in this way will we be able to strengthen the foundations of our economy’s high-quality development. |
