Accelerating precise and deep integration between governments and focusing on inter-regional coordination of public services has become a new breakthrough in collaborative regional development.Building synergistic partnerships between local governments,realizing regional cooperation and responding to new demands for public service integration through cross-border exchanges is a major issue for China’s future socio-economic development.In this regard,urban agglomerations have taken the lead,relying on the interconnectedness of multiple local governance entities,actively negotiating and coordinating interests,adopting collective action strategies,participating in the management of regional public affairs,jointly providing public goods and services,and solving regional public problems.However,in terms of the effectiveness of the current synergy,China’s inter-governmental public service synergy has not achieved synergistic advantages,but rather synergistic inertia has often arisen.The process of synergistic inertia is influenced by a number of factors,but one of the more critical ones is the influence of the role of local governments.In this paper,the three major public service synergies in the Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta regions are selected as the source of data and the subject of this study to examine how the role of local governments in these regions has influenced the creation of synergistic inertia.Recently,most domestic studies on regional public service cooperation have taken inter-governmental cooperation models and mechanisms as an entry point,attempting to analyze the premises and processes of cooperation and highlighting the challenges of collective action and incentives for cooperation.However,not many studies have examined inter-governmental public service synergy from the perspective of local government role positioning.Thus,one of the innovations of this paper is to analyze the role of local governments from the perspective of their positioning,and to examine the impact of the strategic behaviour of synergy on the generation and transformation of public service provision due to the deviations in role positioning.To this end,this paper firstly uses the theory of synergistic inertia,the theory of role alienation and the theory of motivational incentives as the theoretical support for the study,and builds an analytical framework under the guidance of the theory to construct a threedimensional analytical model of role deviation in the synergistic inertia of intergovernmental public services in China,namely,the role weakness dimension,the role deviation dimension and the role negative reinforcement dimension.Secondly,through a comparison of the actual and actual synergies in the three major public service coordination circles,it is demonstrated that synergistic inertia exists in intergovernmental public service coordination,and then the key role played by the role of local governments in the creation of synergistic inertia is revealed through the analysis of the causes.Finally,we analyze which factors influence the synergy,and what kind of chain reaction they generate,which ultimately leads to the creation of synergy inertia,and propose corrective measures in each dimension,with a view to finding a solution,optimizing the public service synergy model,truly achieving the goal of regional public service integration,and promoting public satisfaction in public services.
