In recent years,with the rapid development of information,digital and intelligent technologies,digital economy,platform economy and sharing economy have been derived,making modern economic activities more flexible,agile and intelligent.It is because of the changes in productivity and production mode that a new employment mode,namely new employment form,is generated,which is completely different from the traditional employment mode.The emergence and development of new forms of employment have played a very important role in social development by effectively promoting economic activities,improving people’s livelihood,and promoting employment and entrepreneurship.New employment forms are widely available in travel,express delivery,catering,transportation,online shopping and other industries.New occupations such as online booking deliverymen,online booking car drivers,and Internet marketing professionals are constantly emerging.Due to the free,flexible and flexible characteristics of new employment forms,the number of workers in new employment forms has increased significantly.The new employment pattern has become a "reservoir" of employment,and will be a major trend of the future development of the labor market.However,compared with traditional forms of employment,the new forms of employment present platformization,fragmentation,weak contract,and de-labor relations,and the problems of long working hours,high labor intensity,low security level,and difficult supervision are also associated with the new forms of employment.In this paper,the new employment form of Chengdu workers group as the research object,discussed and analyzed the current development status,existing problems,optimization countermeasures and suggestions.In the research,the author analyzes and collates the research on the rights and interests protection of new employment forms at home and abroad in recent years,sorts out and analyzes the key points,difficulties and hot issues of the rights and interests protection of workers in current new employment forms,further clarifies the basic concepts of new employment forms,labor relations,labor rights and interests protection,labor market and so on,and applies public policy theory,public choice theory and public service theory.To establish and form the basic framework of research on the protection of the rights and interests of workers in new employment forms and countermeasures.On this basis,this paper carries out a survey and research on the laborer groups of new employment forms in Chengdu.By sorting out the rights and interests protection policies of the laborer groups of new employment forms in Sichuan Province and Chengdu,this paper carries out a questionnaire survey and interviews on the laborer groups of new employment forms in Chengdu.It sorted out and formed specific problems such as insufficient effective protection of workers’ rights and interests,incompatibility between social security system and new employment forms,lack of multi-party collaborative governance,etc.,and concluded that the main reasons for these problems are fuzzy relationship between platform enterprises and workers,pain points in the existing system for backstop guarantee,and limited play of collaborative guarantee.Then,the paper puts forward countermeasures and suggestions from broadening the identification standards of labor relations for workers in new employment forms,improving the basic system of protection for workers in new employment forms,improving the comprehensive supervision mechanism of collaborative governance,and giving play to the role of social organizations in protection and care,so as to effectively protect the legitimate rights and interests of workers in new employment forms,and make new employment forms truly become a "reservoir" of employment security. |
