Since the adoption of China’s urban-rural dual land system,land expropriation led by the government has become a key tool for urban development.Converting agricultural land into non-agricultural land,it creates more possibilities for urban construction and promotes urban economic growth.The implementation of this system has enabled more effective use of most construction land needed for urban construction,strongly supporting urban development.According to the current policy,the municipal and county governments are responsible for planning and implementing land expropriation,which includes working out compensation standards,compensating on demolition of buildings,and arranging full and timely payments.The governments are also supposed to actively offer vocational training as well as social insurance to rural residents whose land has been expropriated.However,in practice,multi-stakeholder involvement,plus various problems that might occur during the enforcement of land expropriation policies,has caused complaints and even irrational resistance to this policy with surfacing state-farmer contradictions.There has been growing interest among experts and scholars in easing the tension in land expropriation,tackling problems of compensation and relocation,and ensuring the livelihood of landless farmers in the long run,which is now also a major topic in academia.This dissertation aims to discuss the application of land expropriation in District G of Zigong City.Basing the research foundation on the theory of property rights,new public management theory and public interest theory,the thesis collects data through literature research,questionnaire surveys and interviews,etc.The purpose is to gain an in-depth knowledge of the standards for enforcing land expropriation in District G,the measures and procedures of the policies,and the opinions of land-most farmers.Moreover,the research hopes to identify existing defects,such as difficulties in mobilization,poor enforcement of policies,and insufficient protection after expropriation,etc.,in order to propose effective solutions which betters the implementation of land expropriation in District G and makes it more politically feasible.Starting from the establishment of preferential policies,compensation and subsidy standards,resettlement methods and plans of implementation,this research thoroughly analyzed the root causes,which involve a lack of preferential policies,poor execution and weak social insurance system.The thesis,which strives to address issues and achieve outcomes,combines advanced foreign experience with the current domestic model and provides suggestions from three aspects: policy improvement,process optimization and a stronger social insurance mechanism.By further optimizing land expropriation measures,improving policy enforcement,and protecting the interests of landless farmers in a more scientific and effective manner,we can compensate the farmers more fairly and reasonably,which plays a critical role in China’s rapid development,pursuit of modernization,and,most importantly,a harmonious and stable rural society.
