In the journey of the new era,scientific and technological innovation is an important driving force for social progress.The public platform for science and technology service has the functions of cultivating innovation subjects,integrating innovation resources and enhancing public service capabilities.It is an important component and supporting part of the regional science and technology innovation system,and an effective method to enhance regional innovation capabilities.With the rapid development of networking and the vigorous implementation of the "Internet +" model,sharing platforms have gradually become the mainstream development direction,and the construction of regional public science and technology service platforms has also played a very important role in the realization of regional innovation goals.In this paper,Tianfu Technology Cloud Platform is selected as the research object to discuss the problems existing in the construction and operation of the public science and technology service public platform by the public sector,and explore the countermeasures for the construction and operation of the public science and technology service public platform by the public sector,which has certain theoretical and practical significance in the context of regional innovation and development.Based on the perspective of realizing regional innovation goals,this paper firstly elaborates the concepts of regional innovation system,science and technology public service and science and technology service public platform,summarizes the current domestic and foreign experience and research results on the construction and operation of science and technology service public platform,and combines the theory of regional innovation system,new public service,triple helix theory and other theories.Through literature research,investigation research,comparative research and other methods to carry out the research.On this basis,the paper introduces the construction background,functional positioning,main course and achievements of Tianfu Technology cloud Platform,obtains actual data through questionnaire survey and interview,and analyzes the research data to find that Tianfu Technology Cloud platform has three main problems: insufficient gathering of innovation subjects,the quantity and quality of innovation resources to be improved,and the unfriendly innovation environment.Based on the regional innovation system theory,triple helix theory and new public service theory,it is pointed out that the main reasons for the insufficient agglomeration of innovation entities are the unclear role positioning among various entities of the platform,the lack of incentive mechanism for innovation entities,and the platform’s low visibility and influence.The reason why the quantity and quality of innovation resources need to be improved is that the platform sharing system is not perfect,the data is not fully mined and the platform resource audit mechanism is insufficient.The reason why the innovation environment is not friendly is that the all-round service system has not been formed,the professional quality of operation and management personnel is not high,and the service means of science popularization is single.Finally,based on the experience of the construction and operation of the public platform for science and technology service in the United States,the United Kingdom,Shanghai,Hubei,Chongqing and other countries and regions,the countermeasures and suggestions for optimizing the Tianfu science and technology cloud platform under the goal of regional innovation are put forward,and the reference is also provided for the construction and operation of the public platform for science and technology service in other regions.
