Research On Improving The Effectiveness Of Corruption Governance In Rural Land Acquisition And Demolition Project

In rural land expropriation and demolition projects,grass-roots governments,village-level autonomous organizations,development and construction parties and villagers who have been expropriated and demolished are all interested parties with different logic demands.They all try their best to maximize their own interests,and the role of the government is the most complex,especially the managers of all aspects of the implementation of rural land expropriation and demolition projects,who are faced with greater interest temptations.Once the motivation and opportunity for corruption are mature,supervision and regulation are weak,and punishment is weak,the probability of violations of discipline and law will increase greatly.Corruption makes the interest relationship of rural land expropriation and demolition more complicated,the expropriation and demolition more mysterious,and the contradictions between cadres and the masses more intensified,which leads to the occurrence of various social problems and has a negative impact on economic and social development.Combined with literature review,investigation,case analysis and other methods,this thesis studies the characteristics,manifestations,causes and factors affecting the improvement of the efficiency of corruption in the field of rural land expropriation and demolition.The study found that strengthening the construction of governance system related to rural land expropriation and demolition,strengthening supervision and supervision,and improving the efficiency of handling corruption cases in the field of rural land expropriation and demolition can effectively improve the governance efficiency of rural land expropriation and demolition projects.This study includes the following five aspects.First,based on the current situation that corruption in the field of rural land expropriation and demolition is still frequent,by reviewing domestic and foreign literature and summarizing the past research on the corruption governance of rural land expropriation and demolition projects,it is found that there are still deficiencies in the governance of corruption in the field of rural land expropriation and demolition.It is of great significance to further improve the governance efficiency of corruption in the field of rural land expropriation and demolition.Secondly,it summarizes the concepts of rural land expropriation and demolition,corruption,rural land expropriation and demolition corruption,corruption governance efficiency,explores the theoretical basis of the formation of corruption in the field of rural land expropriation and demolition,and finds that the power rent-seeking theory and opportunity cost theory can provide strong support for the research of this thesis.Thirdly,the thesis analyzes the characteristics and manifestations of corruption in the field of rural land expropriation and demolition,and summarizes four hazards,such as corrupting the ruling image,polluting the atmosphere,damaging farmers’ interests and wasting resources,so as to provide a basis for further analysis of the causes of corruption.Fourthly,using the methods of investigation and text analysis,summarize the causes of corruption in rural land expropriation and demolition projects and the factors affecting the improvement of corruption governance efficiency.Fifth,according to the research conclusion,13 measures are proposed to improve the efficiency of corruption management in rural land expropriation and demolition projects from the three levels of strengthening governance system construction,strengthening supervision and supervision,and improving the efficiency of case handling.The research results can provide reference for discipline inspection and supervision organs to optimize the case handling process,continuously improve the case handling efficiency,and create a clean and positive development environment for rural land expropriation and demolition projects in the new era.
