The bidding system is a relatively complete trading method under the market economy system.Since the implementation of the bidding system in China,it has played a crucial role in engineering project transactions and played a positive role.However,at present,the construction of the integrity system in China’s bidding and tendering market is still not sound.In response to such problems,China promulgated the Bidding and Tendering Law of the People’s Republic of China in August 1999 and further improved it in December 2017.However,due to the huge interests involved,low penalties stipulated in laws and regulations,and incomplete identification and judgment of bidding collusion at present,bidding collusion is still rampant and repeatedly prohibited in the bidding process,seriously hindering the healthy and sustainable development of the bidding and tendering market.How to utilize the rapidly developing big data technology to effectively identify the phenomenon of bidding collusion is a key and difficult point in the bidding process;In addition,identifying and utilizing measures to control bidding collusion and maintain the healthy development of bidding has become a new thinking point at this stage.The thesis aims to establish an identification model for the phenomenon of bidding collusion,provide early warning for the existence of bidding collusion risks,and provide reference significance for maintaining the stability and orderly development of the bidding market.The thesis mainly focuses on the phenomenon of collusion and collusion during the bidding process of engineering projects.By analyzing these collusion and collusion phenomena,a reasonable identification model for collusion and collusion is constructed,and specific bidding and collusion cases are analyzed and verified.Criteria for determining collusion and collusion during the bidding process are proposed and preliminary warnings are given.Finally,governance opinions and suggestions are proposed on the phenomenon of collusion and collusion.The main research content includes:Firstly,the thesis introduces the research background related to bidding and tendering,the current problems of bidding and collusion,the research significance of identifying bidding and collusion phenomena,and the current research status at home and abroad.The content and methods of the thesis are determined,and the technical route for the research is constructed.Secondly,the key concepts discussed in the study,such as bidding bidders,bidding definitions,and collusion behavior,are defined,and the reasons for the phenomenon of collusion at present are analyzed from various aspects such as the main factors of bidding,the market mechanism of engineering construction,and the policy and institutional factors of bidding.Once again,extensively collect literature and cases related to the phenomenon of collusion,use text feature extraction techniques to extract key feature indicators,and summarize the classification of collusion phenomena.From this perspective,using a social network analysis model,construct a social network of stakeholders in bidding and tendering projects,analyze its measurement indicators,and propose criteria for determining the existence of collusion among engineering project related personnel;Using the cosine similarity algorithm model based on N-Gram,this thesis analyzes and compares the similarity of bidding documents in engineering projects,and proposes a judgment standard for the phenomenon of collusion in bidding document text recognition.Finally,specific countermeasures and suggestions are proposed for the governance of bidding collusion from three aspects: improving the legal policies for regulating bidding collusion,refining the bidding workflow and standards,and establishing a unified electronic bidding platform.It is hoped that these suggestions can reduce or even avoid the frequent occurrence of bidding collusion,and provide reference and reference for the smooth operation of China’s bidding market,It has important theoretical and practical significance.
