| In the report of the 20 th National Congress of the Communist Party of China,secretary-general Xi Jinping proposes the major task to cultivate high-quality officials capable of shouldering the mission of national rejuvenation,which has far-reaching strategic considerations and great practical significance.Party and government leading officials are the backbone of party committees and governments at all levels and to a certain extent they represent the image of the Party and the government in the minds of the general public.In a sense,the level of governing ability of leading officials is related to the degree of trust of the public in the governing ability of the party committees and governments,and it is also related to the long-term development of the party and country.Only by truly selecting and appointing the right party and government leading officials with high political standing,broad vision,good ability and quality,strong service consciousness and good party and political style,can we gain the widespread recognition and sincere support of the officials and masses,and thus unite and lead them towards achieving the second century goal.For the above reasons,this thesis takes District A in City A as a specific case study to examine the problems faced by District A in practice during the new era.On the basis of expounding the background and significance of the study,this thesis analyses the optimization of the whole chain of "selection,education,management and appointment" of grass-roots party and government leading officials in the new era from four aspects.The first part of this thesis clarifies the basic concepts,providing a clear definition of the connotation of "the party and government leading officials" and "selection,education,management and appointment".And this thesis elaborates Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,Person-Job matching theory and New Public Management Theory,providing theoretical support for the whole thesis.The second part of this thesis briefly introduces the current situation and effectiveness of "selection,education,management and appointment" of grass-roots party and government leading officials in District A.The third part of this thesis summarizes and analyzes the problems faced by District A in the process of "selection,education,management and appointment" of grass-roots party and government leading officials during the new era.The fourth part of this thesis,in view of the reasons analyzed,combined with the requirements for the construction of the contingent of party and government leading officials in the new era,as well as Person-Job matching theory and New Public Management Theory,highlights scientific planning and solid foundation in terms of selection,highlights distance education and front-line training in terms of education,highlights encouragement and supervision in terms of management,highlights selecting positions by person and person-job matching in terms of appointment,and puts forward countermeasures and suggestions to further optimize the whole chain of "selection,education,management and appointment" of grass-roots party and government leading officials. |
