Since the 18 th CPC National Congress,historic achievements and changes have taken place in China’s agricultural and rural development,new progress has been made in agricultural supply-side structural reform,new breakthroughs have been made in rural reform,and new steps have been made in the integration of urban and rural development.to break out of poverty and create a new situation has provided a strong support for the cause of the party and the state to create a new situation in an all-round way.At the same time,the current situation of poor foundation,weak foundation and lagging development of agriculture and rural areas in China has not been fundamentally changed,the most obvious deficiency in economic and social development is still "agriculture,rural areas and farmers",and the weakest link in modernization is still agriculture and rural areas.In order to solve the predicament of rural development,the party and the state have issued the "Central No.1" document on "agriculture,rural areas and farmers" for 18 years in a row to arrange and deploy the work of "agriculture,rural areas and farmers".At present,there is still little research on the establishment of the index system and work evaluation of the development level of rural revitalization,so it is of great significance to study the comprehensive performance level of rural revitalization in this paper.Based on the data of 31 provinces(municipalities and autonomous regions)from 2011 to2020,this paper uses the two-stage improved SBM model of common frontier unexpected output to evaluate the common frontier efficiency,comprehensive efficiency and index efficiency of all provinces in rural revitalization.Then take the efficiency value as the explained variable,select the economic development level,transportation infrastructure level,regional industrial structure,rural fixed assets investment,financial development level and urbanization rate as explanatory variables,and use the panel fixed effect Tobit regression model to analyze the influencing factors of rural revitalization efficiency.The main conclusions are as follows: the efficiency of rural revitalization in different regions of China is different,the efficiency of rural revitalization in the eastern region is the highest,reaching the cutting-edge level,while the western region has the greatest room for improvement and is farthest from the frontier level.Beijing,Tianjin,Shandong,Jiangsu,Shanghai,Zhejiang,Fujian,Guangdong,Hainan and Sichuan provinces(municipalities directly under the Central Government)have the highest comprehensive efficiency and reach the optimal level,while Yunnan,Shanxi and Gansu have lower comprehensive efficiency and poor performance.The index efficiency of the total output value of agriculture,forestry,animal husbandry and fishery has reached the optimal level,and the efficiency of the indicators of disposable income of rural residents,rural wind civilization and ecological livability need to be improved.The efficiency values of the three indicators of disposable income of rural residents,rural wind civilization and ecological livability have been significantly improved after the implementation of the rural revitalization strategy in 2018.In addition,the level of economic development,the level of transportation infrastructure,the regional industrial structure,the investment in rural fixed assets and the level of financial development are positively correlated with the efficiency of rural revitalization,while the urbanization rate is negatively correlated with the efficiency of rural revitalization. |
