Since the resumption of the “QUAD” between the United States,Japan,India and Australia in 2017,the format and level of the conference have been continuously improved,and as an informal international regime,it has had an important impact on the order of the Indo Pacific region.The four member states of the United States,Japan,India,and Australia all want to curb the rise of China and expand their influence in the Indo Pacific region.In particular,the United States wants to continue to dominate the Indo Pacific regional order.The “QUAD” not only threatens China’s peripheral security,affects China’s interests and development,but also adversely affects the stability of regional security and order.This article regards the “QUAD” of the United States,Japan,India,and Australia as an international regime and analyzes it from the perspective of international regime theory.The development of the “QUAD” in the United States,Japan,India,and Australia has undergone twists and turns,going through three stages of emergence,interruption,and restart.The specifications and levels of the conference have been continuously upgraded,from the department level to the ministerial level,and finally to the summit level,and have achieved certain results.In terms of strategic layout,the“Blue Dot Network” was launched to hedge the “The Belt and Road”.In terms of cooperation,it has continuously expanded to non-traditional security areas and shifted the focus of cooperation to global governance.In terms of military security,it has made up for the lack of security alliances between India and other three countries,as well as between Japan and Australia.In terms of economic development,it has launched the “IPEF”.In the future,the “QUAD” will consolidate the conditions for the creation of international mechanisms,strengthen common interests,play a leading role,and maintain existing international mechanisms.At the same time,it will also focus on core issues to enhance the effectiveness of the “QUAD”,create a unified stance,and pay more attention to actions against China and ASEAN.At present,the resumption of the “QUAD” has increased the risks and challenges faced by China,but it also provides a valuable opportunity for China to make progress on the international stage.China should address the “QUAD” of the United States,Japan,India,and Australia by loosening common interests,reducing the role of the leading country,utilizing the existing international mechanisms in the Indo Pacific region,guiding the setting of issues through international public opinion,flexibly developing bilateral relations between China and India,and restricting implementation at the practical level,in order to safeguard China’s security and interests. |
