Research On The Supervision Behavior Of X County Market Supervision Administration

Market regulation is one of the important functional departments of the government,and its regulatory behavior is also an effective means for the government to intervene in the market activities.Since the 18 th National Congress of the Communist Party of China(CPC),in order to better leverage the role of the market in resource allocation,China has accelerated the transformation of government functions,deepened the reform of "delegating regulation and providing services",formed a scientific and efficient "big supervision" pattern,and unleashed the vitality of the "big market".At the same time,it can be seen that grassroots market supervision departments,as the "last mile" of deepening reform,still have many weak links.Through the institutional reform in recent years,the market supervision Bureau of X County has basically straightened out the market supervision team and supervision chain,and at the same time integrated intellectual property protection,anti-monopoly law enforcement and other functions.Under the reform trend of "one team manages the market",whether its regulatory behavior is efficient,standardized and orderly is related to the effect of the government’s function performance and the people’s sense of gain.However,in practice,problems such as the lack of value concept,weak supervision ability and insufficient law enforcement guarantee of X County market supervision bureau seriously restrict the standardized operation of regulatory behavior,resulting in low performance of market supervision department.Based on the realistic background of deepening the reform of Party and state institutions,and on the basis of absorbing existing research results,this paper adopts the methods of literature survey,in-depth interview and case analysis,summarizes the interview data,combines the concept,meaning,model framework and basic elements analysis of the "three-circle theory",and analyzes from the three dimensions of "value","ability" and "support".This paper analyzes the supervision behaviors of X County Market Supervision Administration in maintaining market order,ensuring people’s livelihood and other key functions,and summarizes the optimization path of its supervision behaviors.In the value dimension,it realizes the maximization of the value of supervision behaviors by clarifying the service concept,improving the assessment mechanism and strengthening the sense of responsibility.In the capacity dimension,by strengthening the team building,strengthening the professional training,strengthening the rule of law ability to ensure that the regulatory capacity and the performance of responsibility requirements match;In terms of support,the efficient and orderly supervision should be ensured through the implementation of intelligent and technical supervision,the improvement of laws and regulations system,and the development of multiple support and guarantee mechanisms.
