Research On The Strategies Of Local Governments Dealing With Network Public Opinions

With the rapid development of Internet technology,many powerful network media platforms have emerged,and the number of Internet users has also shown an explosive growth trend.The popularity of the Internet enables the public to learn about all kinds of social problems and sensitive events on the Internet at the first time,which causes extensive discussion among the public,and also leads to the emergence and rapid fermentation of online public opinions.The amplification effect of online public opinion on public sentiment and ideas will concentrate social conflicts.If handled carelessly,online public opinion crisis may be formed,resulting in social instability and affecting the social governance of local governments.Therefore,how to correctly grasp the characteristics and development rules of online public opinion,timely and effective response to online public opinion,improve the ability of public opinion governance,is an important subject worthy of study by local governments.This paper first clarifies the research background,research purpose and significance of the subject,introduces the research status at home and abroad,and introduces the research ideas,research content and research methods;Then theoretically expounds the local government,the definition of network public opinion and other related core concepts,characteristics and content,this paper analyzes on the factors of the influence of network public opinion evolution and the performance characteristics of each stage,this paper introduces the life cycle theory,"spiral of silence" theory,theory of public governance and the agenda-setting theory,and other important theoretical basis;Then,it studies the current situation of local government’s response to online public opinion,summarizes the general measures of local government to respond to online public opinion,analyzes the typical cases of online public opinion in depth based on the theoretical basis,and points out that local government’s response to research and judgment in the incubation period of online public opinion needs to be strengthened.In the outbreak of network public opinion,the effect of overall mobilization is not good;In the period of fluctuation of network public opinion,propaganda and guidance need to make efforts;In the declining period of network public opinion,summarize and improve some problems to be improved;Finally,based on the evolution stage of network public opinion,the paper puts forward some strategic optimization suggestions,such as strengthening research and judgment early warning in the incubation period of network public opinion,strengthening dynamic linkage in the outbreak period of network public opinion,strengthening timely guidance in the fluctuation period of network public opinion,and strengthening response and disposal in the decline period of network public opinion.It is expected to provide reference for local governments in dealing with online public opinions.
