| With the acceleration of the modernization process of the national governance system and governance capacity,and the increase in the intensity and breadth of the purchase of social service projects,thirdparty assessments are widely used for their professionalism,independence,and objectivity in testing the effects of social service projects.respected.It can be said that the effective implementation of third-party evaluation has become an important institutional arrangement to resolve many problems and difficulties in the practice of social service projects.However,in the specific implementation,my country’s thirdparty evaluation still has many problems such as independence,legitimacy,professionalism,and lack of credibility,and has not yet achieved the expected effect.Based on principal-agent theory,this paper conducts a systematic study on the implementation process of third-party assessment in social service projects by using case studies,participatory observation,in-depth interviews and other methods.The study found that there are problems such as single evaluation model,insufficient application of evaluation results,and insignificant effect of evaluation and correction.The principal-agent theory is applied to explain the origin of the above problems.It is believed that these problems are mainly due to the unclear boundaries of principal-agent and excessive government intervention;Insufficient independence of third-party evaluation agencies and weak professional capabilities;Insufficient participation of service objects and lack of social supervision;Diverse evaluation subjects,and difficult communication and coordination.Finally,it is proposed to transform the concept of evaluation from a single value to a multi-valued value;enhance the independence of evaluation institutions and enhance the professional ability of evaluation;expand the participation channels of service objects and build a social supervision network;strengthen contract management,standardize and guide the behavior of various subjects;establish and improve evaluation Optimize the third-party evaluation in social service projects in terms of information communication and feedback channels throughout the process. |
