Research On The Protection Of Farmers’ Rights And Interests In Homestead Withdrawal In Liuyang City

In order to realize the reasonable and effective use of land resources,China vigorously promotes the reform of the homestead system,and the core of the homestead problem is the rights and interests of farmers’ homestead.Although the number of articles issued in the field of homestead withdrawal has increased year by year in recent years,less attention has been paid to the problems such as the difficulty of realizing farmers’ interest demands in practice.The rights and interests of farmers in the withdrawal of homestead are closely related to the government,the village collective and farmers.Only by analyzing the interests of various subjects can the rights and interests of farmers be better safeguarded.This paper uses the method of literature analysis and field investigation to study the protection of farmers’ rights and interests in Liuyang City.It is found that in the process of "multiple house" in Liuyang City,the economic,political and social rights and interests of farmers have suffered some damage.From the perspective of stakeholder theory,the reasons for the damage of farmers’ rights and interests are mainly found that the relevant laws and regulations of homestead withdrawal are vague in specific issues,while the local government is excessive pursuit of performance,and the village collective does not represent the rights and interests of farmers and the lack of farmers’ own rights protection consciousness.This study proposes feasible solutions from the perspective of farmers,including improving the laws and regulations to promoting the intensity of local government to promote homestead withdrawal;building a democratic and efficient village collective;broadening the feedback channels for farmers’ participation and improving the awareness of rights protection,hoping to provide some useful references for the protection of farmers’ rights in the future.
