The Fifth Plenary Session of the 19th CPC Central Committee clearly included "strengthening consumer rights and interests protection" into the 14 th Five-Year Plan,which reflects the important value and practical significance of strengthening and improving consumer rights and interests protection for economic and social development.Under the new historical conditions,only by taking effective measures to stimulate consumption and expand domestic demand,can we lay a foundation for achieving the goal of economic transformation.Only by strengthening the protection of consumers’ rights and interests can the consumption order be in a virtuous circle,so that the positive promoting effect of consumption on economic growth can be given full play,thus driving the continuous growth of domestic consumption scale.Financial consumers occupy a key position in the consumer group.Only by basing on the basic characteristics of financial consumers and taking effective measures to safeguard their legitimate rights and interests can we promote the stability of the financial market.At the same time,it is also the objective requirement to protect the rights of financial consumers and the inevitable choice to improve financial services.However,at present,there are still many problems in the implementation process of the financial consumer rights and interests protection policy.Therefore,taking the financial consumer rights and interests protection policy as the research object,it is of certain practical significance to further analyze its implementation and existing problems.Based on the existing information and literature at home and abroad,this paper chooses the theoretical basis of this paper and defines the main direction of this research.By summarizing the policy content and development history,analyzing the current implementation of the policy,using questionnaires and interviews,drawing on the Horn-Mitter policy implementation system model,analyzing and summarizing the problems existing in the implementation process of the policy,and putting forward the following problems existing in the implementation process of the financial consumer rights protection policy: First,policy implementers and financial consumers lack a clear understanding of the policy;second,financial consumers lack a clear understanding of the implementation of the policy;third,the mutual understanding between the executive agencies and financial consumers is insufficient;fourth,the excessive marketing behavior of the executive agencies is obvious;fifth,the professional level of the executive personnel is uneven and the work efficiency is not high.The reasons include: unreasonable resource allocation of financial consumer rights and interests protection policy,imprecise standards and objectives of financial consumer rights and interests protection policy,information asymmetry between financial consumers and financial institutions,benefit maximization attribute of executive institutions,value orientation of policy executives of financial institutions,etc.In view of the above problems,the author combines the theory of information asymmetry and puts forward the following suggestions: 1.Rationally allocate policy resources and strengthen policy publicity through various channels;2.2.Improve legal norms and further refine policy standards and objectives;3.Strengthen information sharing,increase communication channels,and strengthen education for financial consumers;4.Change the legal tendency of one-way protection and safeguard the legitimate rights and interests of the enforcement agencies;5.Improve the standards of executing agencies and coordinate the interests of executing personnel and financial consumers.
