As the first resource for economic and social development,talent is an important strategic resource for our province to implement the instructions of General Secretary Xi Jinping and implement the strategic positioning and mission of "three highs and four new".As an important part of scientific and technological strength and high-end intellectual resources,foreign experts can effectively tap and stimulate their potentials and play a strategic role in promoting the economic development of our province and accelerating the construction of an innovative province.A sound foreign expert service system and high-quality service level are the prerequisites to ensure the effectiveness of foreign experts.General Secretary Xi Jinping has repeatedly emphasized on many occasions that it is necessary to provide full-chain services for foreign experts who come to work in China,and to build my country into a talent highland with international competitiveness and international talent attraction.This paper analyzes the current situation of foreign experts in our province,the current situation of foreign experts’ services,the problems existing in foreign experts’ services,and the current situation of foreign experts’ employment and entrepreneurship in Hunan through second-hand data analysis,questionnaire survey,focus group discussions,Internet telephone interviews and field visits.As well as the demand for foreign expert services were investigated in depth.In general,the service work of foreign experts in our province can basically meet the service needs of foreign experts in government affairs,work,life and other aspects.However,our province has not yet established a complete service system for foreign experts,still faces an imperfect policy for foreign experts access,insufficient support for foreign experts’ innovation and entrepreneurship,and has not yet established a service mechanism to promote the in-depth integration of foreign experts and an exchange and cooperation mechanism for foreign experts.Insufficient financial support for expert services.During the "14th Five-Year Plan" period,our province should take multiple measures to optimize the service chain,further promote the integration of the international talent chain into our province’s innovation chain,improve the service system for foreign experts,more effectively tap and stimulate the potential of foreign experts,and guide international Talents help the construction of a modernized new Hunan.
