Research On Government Regulation In The Sales Process Of E-cigarette Market

As an emerging consumer product,e-cigarettes have attracted widespread social attention in recent years.2021 November,the "People’s Republic of China Tobacco Monopoly Law Implementation Regulations" were amended to formally include e-cigarettes in the scope of government regulation.However,the current disorderly sales behavior of a few e-cigarette companies infringes on the health rights of the public,especially minors,and there is still a market failure in the e-cigarette industry,and the current level of government regulation has not kept pace with the actual needs of the e-cigarette industry itself and the public.Therefore,how to strengthen the effective supervision of the electronic cigarette sales process,in order to ensure the economic benefits of the electronic cigarette industry at the same time to protect the health of the public,has become an important issue.This paper studies the current situation and problems of government regulation in the sale of e-cigarettes,and aims to explore a more accurate and effective government regulation system.Guided by government regulation theory,this paper identifies the problems,analyzes the causes,and proposes countermeasures,and first uses literature research to sort out the existing theoretical studies on government regulation of the e-cigarette industry at home and abroad.Subsequently,the basic situation and problems of e-cigarette sales in China were sorted out,the necessity of government regulation of the industry was explained,and the development history and characteristics of current government regulation in the practice of the e-cigarette industry were sorted out.Then,taking the B area of T city as the entry point,we conducted a comprehensive analysis of the current situation and effectiveness of government regulation in the process of e-cigarette sales by collecting public data and conducting interviews with relevant personnel.Combined with relevant theories,the problems and causes of current government regulation were analyzed,and targeted solutions were proposed.The study found that the current government regulation of e-cigarette sales has the problems of inadequate rules and regulations,unclear functions of regulatory bodies,and single means of regulation.The reasons behind the problem were found to be the short development history of the industry,the special environment of the industry,the lack of regulatory mechanism and the lack of theoretical research.Based on the above analysis,three representative countries were selected,and on the basis of their development experience,the governmental regulatory system in the sales process of e-cigarettes was designed and proposed to "improve the supporting regulations and rules to build a governmental regulatory rule system;link all regulatory forces to build a cooperative governmental regulatory system;enrich the means of market supervision to build a governmental regulatory system.The countermeasure suggestions of "improve the supporting regulations and rules to build the system of governmental regulation and rule of law;link the regulatory force of all parties to build the system of governmental regulation and coordination;enrich the means of market regulation to build the system of governmental regulation" are proposed.It is hoped that the study of this paper can promote government departments to enhance the effectiveness of supervision,in order to promote the healthy and good development of the electronic cigarette industry,and to protect the health of the public in accordance with the law.
