Research On Value Discovery Of Government Data For Segmented Industry Scenarios

With the rapid development of digital technology,human society has entered the era of digital economy.As a new factor of production,data has evolved into basic and strategic resources,and has become a key force driving economic and social development.The government holds 80% of the data resources,and massive high-quality government data contains huge social,economic and political value.However,government data cannot directly generate value.Only when government data is applied to specific scenarios can its value be exerted,thereby stimulating innovation and promoting economic growth and social development.At present,the introduction of the Digital China strategy and the marketization construction plan of data elements provides a strong guarantee for the rapid penetration and application promotion of government data in the industrial field.The integration of government data and industry will become the driving force for a new round of industrial reform and development innovation.In this context,based on subdivided industry scenarios,exploring the process and path of government data value discovery can enrich the theoretical basis and method system of government data value discovery,and provide path and methodological reference for the development of different subdivided industries,to realize government data-driven industrial development,so the research on the value discovery of government data for subdivided industrial scenarios has certain theoretical significance and practical value.This research focuses on how to understand and promote the value discovery of government data from the perspective of subdivided industrial scenarios,explore the matching relationship between government data and industrial scenarios,and how government data can discover value in subdivided industrial scenarios to drive industrial transformation and upgrading.For this reason,this paper selects the government data of Jilin Province and the pharmaceutical industry from the perspective of value discovery to explore its explicit and implicit matching relationship;in addition,based on the data life cycle theory,a government data-centered model is constructed,including value prediction,value mining,value realization,A conceptual model of the government data value discovery process in five stages of value evaluation,value divergence,and convergence;this paper also combines value discovery theory and reality to visualize the value discovery process,and builds a government data value discovery path for subdivided industrial scenarios The framework,including 20 standardized steps and 5 procedural reports,takes the pharmaceutical industry scenario as a case to sort out its value discovery process;finally,sorts out the problems existing in the government data value discovery process and path in practice,from the perspective of macro constraints and medium Problem induction and cause analysis are carried out at the three levels of process links and micro-supporting conditions,and the implementation strategy of government data value discovery is proposed from three levels of management activities: strategy,tactics,and operation,which provides a reference for ensuring the smooth development of government data value discovery learn from.
