| Public reporting of corruption refers to the public’s real identity,in “public”occasions to report the suspected corruption of public officials.As a powerful complement to the disciplinary and supervisory authorities,whistleblowers can express their demands,reflect problems and exercise supervision anytime and anywhere through the Internet platform.However,the selective differences in government responses have posed serious constraints on the effectiveness of public reporting of corruption.Therefore,what are the government’s response behaviors in the public reporting of corruption? What are the factors that influence government response? What measures should be taken to improve the current situation has become an urgent research question for both the practical and academic communities.Based on the theory of responsive government,this paper quantifies the impact of“internal pressure+external pressure”on government response by analyzing 1020 corruption cases reported publicly in column B of province H.Specifically,this paper operationalizes government response into three indicators: response outcome,response length,and response mode,and proposes hypotheses on response outcome,response length,and response mode in terms of external pressure,the size of whistleblower subjects,and internal pressure,such as official influence,institutional arrangement,and government hierarchy,respectively.In this paper,by extracting data from public real-name reporting letters and government response web posts in column B of province H,and conducting descriptive statistical analysis on the scale of reporting subjects,reporting experiences,reporting years,reporting demands and the current situation of government response with the help of stata15,we found that there are still problems such as poor efficiency of government response,low quality of response and the overall response effect to be strengthened in public real-name reporting corruption incidents.In the part of empirical analysis,this paper analyzes the factors related to the outcome,length and mode of government response to public real-name reports of corruption through logistic and other regression models,and passes the robustness test.The results of the study show that in the public real-name reporting of corruption matters in Column B of Province H,the level of the reporting target,the introduction of policies,and the level of the responding unit significantly affect the outcome,length,and manner of government response,and the impact of whistleblower size on government response is not significant.Overall,in column B of province H,multiple pressures are transformed into motivation and resistance of government response,and the variability of government response is presented under the effect of different degrees of response motivation and resistance.Therefore,in order to improve the responsiveness of the government in the field of public reporting of corruption,we can improve the government response mechanism,strengthen the government response capability,and improve the literacy of the participating subjects,so as to reasonably “apply pressure” and turn pressure into government response motivation from both internal and external dimensions. |
