| Small and medium-sized enterprises(SMEs)are an important carrier of innovation and entrepreneurship,as well as an important driver of economic growth.The rapid development of SMEs can not only promote economic growth,but also increase employment and further improve the national economy and people’s livelihood...Become a source of strength to promote national economic and social development.In recent years,under the influence of the COVID-19 pandemic and the worsening global economic downturn,the pace of development of many enterprises has been disrupted,and SMEs are no exception.In addition,SMEs have many imperfection in their management,such as lack of strategic planning,insufficient professional internal management,weak corporate credit awareness,etc.,and they are faced with even more severe operational difficulties,among which the financing difficulties are more prominent.According to existing domestic and foreign literature,SME financing is an important means to improve business environment,expand business channels and accelerate industrial transformation,and financing is inseparable from the construction of enterprise credit,so in this situation,the construction of SME credit system appears to be more urgent and necessary.The construction of the credit system of SMEs involves many institutions,covers a wide range,and the process is complex.It requires the participation of the government,enterprises and society,and is a long-term systematic project.The construction of the SMEs credit system will greatly promote the interconnection between SMEs and financial institutions,help to bridge the bilateral cooperation,reduce the impact of information asymmetry,further promote the flow of social capital into creditworthy,in demand,efficient enterprises,and ultimately help smes innovate and start businesses,feed back the society,and promote local economic development and the improvement of the credit environment.This paper takes Qinghai Province as an example,relying on collaborative governance theory,information asymmetry theory,and transaction cost theory,and using literature analysis,field research,interview,and questionnaire research methods,collects and organizes relevant policy documents and financing platform construction information related to the credit system construction of SMEs in Qinghai Province.It clarifies the development context and current situation of the credit system of SMEs in Qinghai Province,and uses the framework of collaborative governance theory,From the perspective of collaborative governance between government and enterprises,identify the problems and reasons that exist in the construction of credit systems for SMEs.Next,by drawing on the experience of constructing the credit system for SMEs in Xiamen City and Gansu Province,this paper elaborates on the countermeasures and suggestions for building the credit system for SMEs in Qinghai Province under the coordinated governance of government and enterprises,in order to provide theoretical and practical reference for the construction of the credit system for SMEs in Qinghai Province. |
