Research On The Problems And Countermeasures Of Evaluation Expert Extraction Management System In Government Procurement

China’s government procurement system has been developed for 27 years since the pilot project started in 1996.The project evaluation with the final conclusion of the evaluation expert committee’s opinion has become the core link that directly affects and determines the quality and efficiency of government procurement projects.As an important part of the government procurement system,the construction of the evaluation expert extraction management system has been given special emphasis as a key element in the successive revisions and improvements of the relevant systems and laws.However,in concrete practice,how to establish and improve the evaluation expert extraction management system to ensure the fairness and impartiality of the evaluation expert committee formation is also a topic under in-depth study by governments at all levels.The evaluation expert extraction management system includes evaluation expert pool construction,evaluation expert management system,evaluation expert extraction system three aspects,these three aspects interact,mutual influence,together forming the role of evaluation expert extraction management mechanism.The author finds that there is no systematic research specifically on these three aspects as a system,but often a single aspect or a simple mixture of the three aspects with different focus.Therefore,the study of the evaluation expert extraction management system as a whole is the innovation of this paper,which has significant certain theoretical and practical significance.In view of this,this paper innovates on the basis of the existing research results,and summarizes the three mutually supporting and inseparable parts of the evaluation expert pool construction,evaluation expert extraction system and evaluation expert extraction system into a government procurement evaluation expert extraction management system,and takes L province as the research sample.Then,the core concepts and related theories of this paper are explained;the impact of the current evaluation expert extraction management system on government procurement in L province,its problems and causes are analyzed and summarized according to the characteristics of L province and the successful experiences of other provinces,and the ideas and suggestions to solve the current problems are proposed for the improvement of the evaluation expert extraction management system in L province.In this way,the fairness of procurement activities of L government will be improved,the public service of L public resource transaction center will be innovated,and the business environment will be optimized.
