Study On The Construction Of Internal Laws And Regulations Of The CPC In Yan’an Period

Yan’an period is an important historical period of party laws and regulations.In theory preliminary put forward the idea of "rules" and "party law",and in practice has begun to combine thought construction and system party,initially formed with the seven Party Constitution as the leadership,covering the party organization,leadership,self construction and supervision and guarantee four aspects of the inner-party laws and regulations.This paper takes the construction of inner-party laws and regulations in the Yan’an period as the research object,and studies its connotation,main content,and so on.The paper is divided into five parts.The first part is the introduction,which introduces the basis of the topic,the theoretical and practical significance of the research and the research status,puts forward the research ideas and research methods,and evaluates the innovation and shortcomings of the research.On this basis,the relevant concepts of the construction of party laws and regulations in Yan’an period were defined.The second part analyzes the theoretical and practical basis of the construction of party laws and regulations in Yan’an period from the perspectives of theory,practice and historical background.Summaries the Marx,Engels,Lenin and the party’s first generation of central collective leadership about the party laws and regulations,summarizes the exploration and practice of the construction of the party laws and regulations before arriving in Yan’an,summarizes the historical background of the construction of party laws and regulations in this period,fully illustrates the revolutionary environment,the necessity and importance of strengthening the construction of the party laws and regulations.The third part,based on the text content of the party laws and regulations and normative documents,introduces the main innovation and historical position of the Constitution of the Communist Party of China adopted by the seventh Congress of the Party,and sorts out the party laws and regulations of the party organization,leadership,self-construction and supervision and guarantee of the Yan’an period from different perspectives.Combing out the system of the party’s organization laws and regulations from the perspectives of correctly understanding the scientific connotation of the principle of democratic centralism,putting forward the norms for the central organization,to adapt to the wartime environment changes to adjust the organization setting positioning,strengthening specific areas’ organization work.Combing out the system of the party’s leadership laws and regulations from the perspectives of establishing the collective leadership system and the unified leadership system,upholding the party command gun to reaffirm the absolute leadership of the army,standardizing the revolutionary base areas of the party leadership activities of the various organizations,exploring the establishment and implementation of the leadership mechanism of requesting instructions and reporting.Combing out the system of the party’s own construction laws and regulations from the perspectives of political line to follow the specification of the party’s political construction,with the publicity and education as the center of the party’s ideological construction,focusing on the party members and cadres to standardize the party organization construction,with the goal of expanding the Party’s three important styles of work to standardize the party’s style construction,with serious discipline to regulate the party’s discipline construction.Combing out the system of the party’s supervision and safeguard laws and regulations from the perspectives of promoting the party patrol system timely adjustment and improvement,clearing for the cadres in the process of review procedures,perfecting the party supervision system to build comprehensive supervision mode,combined with the border region laws and regulations strict disciplinary action,guaranteeing the rights of party members and party funds.The fourth part starts from the historical materials,summarizes the Yan’an period in the implementation of the party laws and regulations measures,the party laws and regulations construction to the actual evaluation,including the leadership of the party more strong,the party’s construction institutionalized level enhanced,party member cadre rules consciousness,the wind fresh air of political ecology gradually formed,the quality and style of Party members have been improved,etc.And analyzes the problems existing in the party laws and regulations system,consciousness and the execution mechanism.The fifth part,on the basis of grasping the institutional factors in the Yan’an the top-level design,pay attention to the party constitution leading the systematic system;adhering to the organizational principle,highlighting the democratic centralism in the content and formulation;basing on the practice target,to serve the party and the state work to reform,abolition and release the content;establishing the legal thinking to combine the rule of virtue and law;innovating the implementation method to stimulate the system effectiveness.The summary of the experience and enlightenment of the construction of party laws and regulations in the Yan’an period is conducive to better grasping the current situation and looking into the future prospect more scientifically.
