On August 31,2021,U.S.President Joe Biden delivered a speech at the White House on the withdrawal of troops from Afghanistan,representing the end of the longest war in U.S.history-the 20-year war in Afghanistan.As a war initiated by the world’s first power,the difference in political and military power between the U.S.and Afghanistan is so great that the probability of U.S.victory in this war should be much higher than that of Afghanistan,however,Obama’s plan to start a "decent" withdrawal from Afghanistan after taking office has not been completed even after three presidents,and the difficulty of withdrawing troops We have to rethink whether war is still an important tool for great powers to achieve national interests.As the first U.S.president who planned to withdraw troops from Afghanistan,Barack Obama has announced a complete withdrawal plan,a clear will to publicly withdraw troops,a long time to implement the withdrawal,and a time to withdraw troops in a decent manner.The first part of this paper explores the difficulties of the Obama administration’s withdrawal.In the first part of this paper,the political background of the Obama administration’s troop withdrawal,the changes in national strategy and counter-terrorism strategy,the military background,the threat of terrorism,the implementation of war objectives,and the benefits and costs of the war itself are sorted out,focusing on the impact of the troop increase,the killing of Osama bin Laden,the U.S.presidential election to the Afghan presidential election,and other events on Obama’s adjustment of the troop withdrawal plan.Afghanistan war withdrawal has the necessity;the second part of Obama’s public withdrawal schedule is organized,divided into four stages: troop surge preparation for withdrawal,commitment to withdraw,with withdrawal and delayed withdrawal,and analysis of the political preparations taken by the Obama administration to achieve the withdrawal,the military side is contrasted with the political plan for withdrawal through the change of war commanders and the actual pace of withdrawal on the battlefield,for the third part The third part of the analysis of the reasons for the difficulty of Obama’s withdrawal;through the first two parts of the sorting and comparison,the third part of the collation concluded that in the political reasons,there are differences in decision-making in Afghanistan on the part of the Obama administration,the inconsistency between politics and the pace of the war and the puppet government established by the United States on the part of the Afghan government,the difficulty of reconstruction in Afghanistan;in the military reasons,the constant adjustment of the objectives of the war in Afghanistan from a strategic point of view,the way and means of the objectives In the military reasons for the war in Afghanistan,the constant adjustment of objectives from a strategic point of view,the mismatch of objectives and means,the asymmetry of strategic forces and the unfavorable battlefield posture from a battlefield point of view,and the missed best time for withdrawal led to the difficulties of the Obama administration’s withdrawal;the conclusion is that through the difficulties of Obama’s withdrawal in Afghanistan,it is concluded that with the progress of the times and the development of society,war is no longer the most effective means for the great powers to achieve their goals,and war will only accelerate the depletion of the strength of the great powers themselves.Although the results of wars in history always give lessons and experiences,they do not prevent the outbreak of the next war.Through the difficulties of the Obama administration’s withdrawal,this paper emphasizes the importance of strengthening the close connection between politics and military in war and formulating withdrawal strategies;for large countries,war will no longer be the primary choice to achieve political goals,but for small countries,it also has the advantage of achieving victory in war.
