After the Korean War ended in 1953,the Republic of Korea was in dire need of a peaceful and secure external environment to consolidate its political power and develop its economy.In October 1953,South Korea and the United States signed the Mutual Defense Treaty to establish their military alliance through legal means in order to safeguard their own security in the face of the military threat from North Korea.Therefore,South Korea obtains the security commitment and guarantee from the United States at the cost of the transition of some national autonomy to the United States.However,due to the huge gap in the comprehensive national strength between South Korea and the United States,the alliance between the two countries is actually a typical asymmetric alliance,and the reasons for the formation of the alliance are in line with the autonomy-security exchange model theory.At the same time,it is also affected by the alliance dilemma of involvement and abandonment.Therefore,during the formation and maintenance of the asymmetric alliance between Korea and the United States,Korea’s national decision-making power is inevitably limited.In the field of international politics,the external behavioral goal of a sovereign state is mainly the pursuit of power,interests and honor,while the real and essential internal behavioral goal of a state is to continuously acquire and further expand its national autonomy by improving its comprehensive strength.This state autonomy can be informally referred to as the "freedom" of national sovereign states.In fact,for all countries in today’s international community,regardless of whether the current state autonomy status quo is strong or weak,they will try their best to enhance and enhance their national autonomy.Especially in today’s deepening globalization,the deepening degree of interdependence among countries will inevitably affect the play of national autonomy.Therefore,countries pay more attention to the maintenance and promotion of autonomy.Therefore,even South Korea,which is in the "alliance dilemma," is trying to get rid of the constraints of the asymmetric alliance between South Korea and the U.S.and pursue a higher level of national autonomy.Based on the "implication-abandonment" theory of the alliance dilemma under asymmetric alliance,this paper studies the independent diplomatic choices of the South Korean Moon Jae-in government during its administration through the analysis of power and interests as variables,including the factors affecting the independent diplomatic choices of the South Korean Moon Jae-in government under the alliance dilemma,the objectives and specific practices of its independent diplomacy during its administration.Finally,this paper analyzes the independent diplomacy of the Moon Jae-in administration from the two aspects of achievements and limitations,and then looks forward to the future trend of national autonomy of South Korea.
