Study On The Institutional Changes Of Provincial Deliberative And Coordinating Bodies Since The Reform And Opening Up

As a cross sectoral organization established to achieve a specific task,is an important link in contemporary Chinese political practice.As an intermediate deliberative and coordinating body to undertake the central and local governments,the provincial deliberative and coordinating bodies have both the commonness of the development of deliberative and coordinating bodies and the particularity of the provincial level.Therefore,in-depth study of the institutional change process of the provincial deliberative and coordinating bodies has far-reaching significance for the institutional development process of the whole deliberative and coordinating bodies.By clearly defining the relevant concepts and connotations of the deliberative and coordinating bodies,and introducing the analysis framework of historical institutionalism in detail,the research has practical theoretical support.With the help of the analysis framework of historical institutionalism,the evolution process of the deliberative and coordinating bodies is systematically analyzed from the perspective of the medium and provincial level.According to the distinctive characteristics of each period,it is divided into four periods,the initial exploration,the restoration of naming,the reform and development,and the deepening and improvement,and each stage is further subdivided to present a complete and detailed development process of the deliberative and coordinating bodies.On this basis,the institutional analysis framework of historical institutionalism is used to carry out structural and historical analysis on the institutional changes of the provincial deliberative and coordinating bodies.In the structural analysis,it emphasizes the leading role of the macro-political institutional structure,the value orientation of the main actors and the impact of the change of governance concepts on the institutional changes of the provincial deliberative and coordinating bodies.In terms of historical analysis,this paper expounds the "equilibrium fracture" in the evolution of the provincial deliberative and coordinating institutions,respectively explains the path dependence and key nodes in the process of institutional change of the provincial deliberative and coordinating institutions,and further analyzes the trend of institutional change in the future.Based on the above analysis,the special advantages and significant functions of the provincial deliberative and coordinating bodies are explored,and the experience and enlightenment of the institutional changes of the provincial deliberative and coordinating bodies in the new era are obtained,which are explained from three aspects: realizing the leadership of the Party,giving full play to the enthusiasm of the central and local governments,and realizing the orderly advance and retreat of the institutions.
