Research On The Performance Evaluation And Influencing Factors Of Government Microblog In The Digital Age

With the deepening application of Internet technology,the development of efficient and collaborative digital government has become a key part of the current digital government construction.In order to promote the improvement of digital services,the government has vigorously promoted the construction of government microblogs.At present,China has formed a new situation of matrix government microblogs from central to local and department to department.However,there are obvious regional differences in the level of development and performance of government microblogs in different regions.In this context,This paper focuses on the performance level of government microblogs,and focuses on answering two questions: first,how to directly assess the performance level of government microblogs and its differences;second,what factors contribute to the differences in the performance level of government microblogs across regions.Existing studies on government microblogs have mostly stayed in case studies,with less attention to and analysis of the factors influencing the differences in performance levels of government microblogs between regions.Existing studies seek answers only from social or technical aspects,ignoring the common influence of multiple systems.Therefore,this paper uses a Python web crawler to obtain government microblog data(2021.01-2022.01)for 293 prefectural-level cities across China,and uses multiple techniques to explore how government microblog performance is assessed,spatial differences,and influencing factors.(1)This paper builds an LDA topic model based on 871,669 microblog posts from 293prefectural-level cities to describe the current state of government microblog construction.(2)Based on the crawler data,this paper constructed an assessment model of government microblog performance using the mean squared difference decision method,and obtained the government microblog performance index as a measure of government microblog performance in this paper;meanwhile,the publicly available government microblog competitiveness index was selected for robustness testing;the feasibility of this assessment index was also verified by GIS technology and OLS regression analysis.(3)After that,the spatial differences in the performance levels of government microblogs were empirically demonstrated by using hierarchical visualization techniques and the Moran index.(4)Finally,based on the above data and measurement indexes,the influencing factors of regional differences in government microblog performance were analyzed from three aspects: social system,technological system,and external environment under the socio-technical framework.Based on the above analysis,the study draws the following research conclusions.(1)The performance assessment model of government microblogs constructed based on the mean squared difference decision method is effective and feasible.(2)The performance levels of government microblogs evaluated by the model show significant spatial differences,with a very obvious decreasing pattern from east to west and from south to north spatially,and its certain spatial autocorrelation,with the clustering characteristics of high-high(H-H),low-low(L-L),high-low(H-L),and low-high(L-H).(3)Based on the analytical perspective of the social-technical framework,this paper finds that the social system,technical system and external environment jointly influence the magnitude of differences in the performance level of government microblogs: In terms of social system,there is a significant positive relationship between the degree of public demand and the level of performance of government microblogs,and no significant effect of the level of economic development and aging on the level of performance of government microblogs is found.In terms of technology system,both financial resources and human capital have a significant positive relationship with the level of performance of government microblogs;in terms of external environment,superior pressure has a significant positive relationship with the level of performance of government microblogs,while peer competition pressure is not significant.This shows a "publish from the top,implement at the bottom" model of government microblog development.(4)Self-requirement among the control variables is not significant,while superior pressure is significant.This shows that only higher-level pressure can make local governments grasp the key to the development of government microblogs,and it is not helpful for local governments to introduce more policies themselves.This paper makes a contribution to the assessment of the performance of government microblogs,spatial variation analysis and identification of influencing factors,and provides some reference for the development of new governmental media.
