At present,China has built the world’s leading AC/DC hybrid power grid with the largest scale and highest voltage level.If the power grid is affected by factors such as human destruction,natural disasters,equipment consumption,etc.,there will be large-scale regional power outages,especially in economically advanced and densely populated large and medium-sized cities.Power accidents will cause the power grid to stop operating,resulting in traffic and communication paralysis,and the corresponding natural gas,tap water,etc.cannot be used normally,thereby affecting the normal operation and management of various industries in the city.And if large-scale regional power outages last for a long time,they can cause panic among the public,bring about social unrest,and have many negative impacts.Therefore,the state should prioritize emergency management of power grid accidents in all aspects of work.Based on systematic methods such as literature review,case analysis,investigation and demonstration,this paper focuses on the definition of concepts such as large-scale blackout and emergency management,and combines the summary of4 R model theory and collaborative governance theory to analyze how the government should take effective emergency management plans and propose systematic solutions when power accidents occur in C city in extreme weather such as high temperature and continuous rainstorm.This article takes the power grid of C city as a typical research case,focusing on analyzing the disaster situation of the power system in C city,government emergency management measures,and emergency management cases of power system accidents.Combining the 4R crisis management theory,the problems and reasons of government emergency management in large-scale power outages in C city are analyzed.Among them,the government’s emergency management problems mainly start from aspects such as emergency reduction,emergency preparation,emergency response,and emergency recovery.The reasons for the problems are also analyzed from four aspects.In terms of emergency reduction,there are risk decision-making and "block management",lack of effective linkage among various departments in emergency preparation,insufficient material reserves and management in emergency response,and lack of post disaster management planning in emergency recovery.The formulation of countermeasures mainly explores how to respond to the emergency management of large-scale power outages at the local government level in response to the problems and causes of government emergency management.Among them,in terms of emergency reduction,they are the normalization of the establishment of professional emergency management organizations for the power system and the establishment of an efficient emergency management system for the power system;In terms of emergency preparedness,it is necessary to strengthen the standardized construction of emergency procedures in the power system,clarify the implementation conditions for emergency initiation in the power system,and enhance the scientific nature of normalized emergency prevention management in the power system;In terms of emergency response,establish a power system accident warning mechanism,construct an emergency management plan for the power system,and improve the normalization of emergency rescue drills;In terms of emergency recovery,establish a power system emergency material reserve management database,establish a power system emergency support team,and strengthen material equipment and financial support.By conducting research on government emergency management for large-scale power outages,it is helpful for the government to attach importance to emergency work for power supply emergencies within its jurisdiction,promote the work of power enterprises,strengthen collaboration with non-governmental organizations,further enhance the government’s ability to cope with power public crises,and improve its management and administrative capabilities. |
