With the acceleration of urbanization in China,the development of urban housing market and the flow of social population have shown new changes and new features,and urban housing leasing has shown great development space and potential.Indemnificatory housing rent and commercial housing lease have become two choices for urban housing leasing groups,especially long-term rental apartments have become the first choice for urban housing-free working groups to solve their living needs.In 2017,the 19 th National Congress of the CPC proposed to establish a housing system of "Combination of Rent and Purchase",adhered to the orientation of " A house is for living,not for speculation.",and accelerated the establishment of a housing system with multi-agent supply,multi-channel guarantee and combination of rent and purchase.Later,it focused on accelerating the development of indemnificatory rental housing to ensure the housing needs of new citizens and young people.In 2022,the 20 th National Congress of the Communist Party of China once again emphasized the importance of adhering to the direction of housing system reform in this new era.The central and local governments have frequently issued policies related to housing leasing,vigorously promoted the construction of affordable rental housing,and actively promoted the implementation of the policy of " Combination of Rent and Purchase" for urban housing to protect the basic housing needs and rights and interests of urban residents.However,at present,China’s urban housing rental system has not been fully established,the housing rental management service platform is still in the pilot stage,and the government’s supervision concept and related laws and regulations are still not well prepared,which leads to many irregular problems in the development of urban indemnificatory housing rental,leading to the coexistence of "should be insured but not insured,has been insured but overinsured,and does not need but to be insured".At the same time,there are also dilemmas of "difficult to enter" and "difficult to exit",and the governance of urban indemnificatory housing rental has become difficult.In this paper,the combination of institutional history analysis and practical investigation is used to analyze the main manifestations and characteristics of the types of indemnificatory housing rental on the basis of combing the development process of urban housing leasing.Combined with interviews and field visits with the relevant subjects of urban indemnificatory housing rental in W city,the problems existing in the development of urban indemnificatory housing rental are analyzed,and the obstacles and causes of urban indemnificatory housing rental governance are analyzed.Based on this,the paper puts forward the Countermeasures and suggestions for development of urban indemnificatory housing rental: First,we should improve the qualification review mechanism of indemnificatory housing rental,broaden the supply channels of indemnificatory rental housing,so as to alleviate the contradiction between supply and demand of urban housing rental;The second is to establish and improve the government supervision mechanism,establish and improve the urban housing rental management service platform,so as to realize the whole process supervision,professional management and service of urban indemnificatory housing rental;Third,improve the relevant laws and regulations,implement strict management of rent standards and "receipt and payment",and protect the rights and interests of owners and tenants according to law,so as to solve the difficulties in the development of urban indemnificatory housing rental,promote the governance of urban indemnificatory housing rental,improve the housing policy system of "Combination of Rent and Purchase",construct the rental model and long-term security mechanism of urban indemnificatory housing with China characteristics,and implement the housing development goal of "full coverage,basic security and shelter" of the CPC Central Committee. |
