| The relationship between the party and the government is the core issue of the political system.This paper mainly analyzes the dynamic setting analysis and research of the reform of party and government institutions since the founding of the People’s Republic of China from five parts,aiming to explain the dynamic changes of party-government relations at different stages through the changes in the system,organization and personnel involved in the distribution of party and government institutions,and explore the evolution law of healthy and benign party-government relations.Since the founding of the People’s Republic of China,based on the development needs of different periods,China’s party-government relations have undergone five stages of adjustment and change.The first part is the period of party-government integration and party-government isomorphism from 1949 to 1957,which underwent a brief stage of separation of party-government functions(1949-1952)to the unified leadership of the party through the strengthening and improvement of the functions of the party’s working organs after the founding of the People’s Republic of China and the centralized management of government departments.The second part is the period from1957 to 1976 when the party represented the government and the party,the government and the army were integrated,and in this stage,in order to prevent the drawbacks of "decentralism",the principle of "monopoly of power" was established,and the establishment of the party’s leading group directly led the government departments,evolving in the direction of the party committee taking care of government affairs,and finally the polarization of the party-government relationship of the integration of the party,the government and the army.The third part is the exploration of political system reform and "separation of party and government" from 1976 to 1989,which began to separate the functions of party and government work organs out of reflection on the "separation of party and government" formed by the highly centralized system in the past,and began to consider the abolition of the "party group" in government departments to strengthen the enthusiasm and autonomy of government work.The fourth part is the period of party-government coordination and party-government coordination from 1989 to 2013,after establishing the goal of "developing the socialist market economy",the CPC Central Committee began to rethink the party-government relationship,re-proposed strengthening the party’s leadership,and based on the principle of "overview of the overall situation and coordination of all parties",through four institutional reforms,standardized the establishment of party and government institutions,clarified the functions and tasks of party and government institutions,and the CPC Central Committee’s exploration of "party-government relations" shifted to the party’s leadership and ruling ability.In 2013,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China first put forward the goal of promoting the modernization of the national governance system and governance capacity,and began to reform the overall reform of party and government institutions to realize the reconstruction of party-government relations in the new era.During this period,the reform of party and government institutions reasonably abandoned the principle of "separation of party and government" since the 13 th National Congress,deepened and developed the strengthening of party leadership since the 16 th Party Congress,reaffirmed the party’s comprehensive leadership position,optimized the functions of the deliberative and coordinating organs of the party Central Committee and the working organs of the party Central Committee,and made the transition from "leading groups" to "committees" into entities and institutionalizations.In order to adapt to the comprehensive rejuvenation of the Chinese nation,the party and government institutions have been reformed in an integrated manner,with an "issue-oriented,nationwide approach",to optimise the configuration of their functions and actively break down the boundaries between the party and the government,to optimise the efficiency of major events,to strengthen the management of the party committees under one roof and to strengthen the leadership of the party in general. |
