Institutional Growth:Institutional Emergence In The Transformation Of Community Governance Structure

The "Village-to-live" community comes into being along with the process of urbanization in China.It is the result of the joint action of government leadership,other social forces and farmers’ own development intention.It is a transitional community transforming from rural villages to urban communities.On the one hand,"village to live" leads to the transformation of community governance structure,resulting in the gradual collapse of the original village governance foundation;On the other hand,with the transformation of governance structure,the functional orientation and mutual relationship between the new and old governance bodies have also changed.In the transitional period of "village-to-live" communities,the complex and diverse demands of the masses,the lag of government supporting policies and funds,and the separation of organizational functions make the existing institutional arrangements inevitably appear gaps,which are mainly reflected in the property management problems in the community.This study takes the practice of "village-to-live" in L community as an example to introduce the changes of community governance structure after "village to residence",and further explains how Central Plains village committee carries out functional separation in the process of governance structure transformation,the emergence of institutional gaps in the actual governance process,the prominence of residents’ property needs and the resulting institutional emergence.Then,it analyzes the comprehensive impact of the system’s sudden birth and birth.Finally,by summarizing the measures taken by other "village-to-live" communities to deal with the problem of such system sudden birth,it draws some experience and inspiration,and puts forward specific suggestions for optimizing the governance of this community.Generally speaking,"village-to-live" communities are different from both modern urban communities and traditional rural communities.Even if they are "village-to-live" communities,there are differences in economic level,resident scale and ideological concepts.By pointing out the phenomenon of system sudden emergence in the process of the governance structure transformation of "village-to-live" community,and analyzing the influence of system sudden emergence on community governance and other aspects,it is indicated that the current institutional arrangement is difficult to form a long-term mechanism of community governance of "village-to-live" community,even less able to realize the transition to urban community smoothly.All regions should learn from the advanced experience of similar communities.Improve the corresponding institutional arrangements.
