Research On The Government’s Social Mobilization Ability From The Perspective Of Public Crisis Governance

With the rapid development of modern society and the advent of risk society,public crises occur frequently and show a normalization trend,which brings severe challenges to the government’s public crisis governance.Improving the government’s social mobilization ability and fully stimulating the potential of social governance is an inevitable requirement for the modernization of crisis governance system and governance ability.Efficient social mobilization can enhance the sense of trust and responsibility of social members,give birth to a strong joint force of social participation,and ensure the coordinated action of multiple subjects in the whole society.It is of great significance for the construction of crisis collaborative governance system.However,the government’s social mobilization ability is deeply affected by the government’s own action ability,the willingness of social objects to accept,the degree of integration of social resources,the government’s mobilization operation mechanism and other factors.How to effectively improve the government’s social mobilization ability has become a major topic that needs to be discussed in the era of risk crisis.Based on the theory of social mobilization and crisis collaborative governance,this paper constructs an analytical framework of social mobilization capacity from three dimensions:government organization mobilization,resource mobilization and media mobilization,and takes the control and prevention of COVID-19 in China as an example to explore the government’s social mobilization capacity in public crisis governance.After the outbreak of the epidemic in Wuhan,the party and government institutions operated efficiently to ensure the stability of social order.Under the unified leadership of the Party Central Committee,the government gave full play to the political advantages of social mobilization,and promoted the grass-roots society to burst out a strong joint force in the coordinated fight against the epidemic by organizing mobilization actions such as multi-party human resources,coordinating and integrating emergency materials and guiding the dynamics of positive public opinion,which demonstrated the strong social mobilization ability and organizational overall planning ability of the Chinese government.However,since the outbreak of the COVID-19,the difficulties and challenges faced by the Chinese government in social mobilization capacity in public crisis management have become increasingly prominent.Due to the influence of factors such as weak awareness of risk and crisis,differentiation of interests of social groups,prominent shortcomings of grass-roots governance and weak supervision of network field,there are problems in government social mobilization,such as increased difficulty in multi subject coordination,insufficient flexible governance of grass-roots organizations,slow distribution of local material transportation and weakening of government network communication ability,which seriously weakens the ability of government personnel,mobilization of materials and publicity communication.To improve the government’s social mobilization ability,we need to start with the consensus of social cooperation,adhere to the coordinated action of multiple subjects,improve the willingness of social members to participate,constantly improve the national emergency linkage system in which the government,the market and the people are jointly present,and continue to promote the normalization of the multi-subject coordination system.At the same time,the government should constantly standardize the emergency material support system,mobilization channels and system construction,effectively ensure the supply of emergency materials and improve the emergency resource gathering mechanism;Thirdly,deeply integrate the publicity advantages of network media and the technical advantages of information data,improve the network publicity ability of Party and government institutions,improve the dynamic supervision norms of social public opinion,create a collaborative public opinion environment,and enhance the credibility and policy compliance of grass-roots society to the government,so as to lay an organizational foundation for the construction of crisis collaborative governance community in the future.
