Study On The Exercise Of The Functions Of County-level People’s Congress Deputies

As an important part of the socialist system with Chinese characteristics,the people’s congress system is the fundamental political system of China.In the context of the new era,improving the level of the functions of deputies to the People’s Congress is an important measure to improve the system of the People’s Congress,carry out the work of the People’s Congress in the new era,and improve the level of national governance capacity.As grassroots representatives directly elected by voters,deputies to the county people’s congresses are the "bridge between the cadres and the masses",the "speaker" of the masses’ appeals,and the "fuel pump" of the party and government work.Their performance level has a more direct and far-reaching impact on the local economic and social development.However,in reality,there are some problems in the process of performing the functions of the deputies to the people’s congresses at the county level,which hinder the realization of the effective performance of their duties.Therefore,it is necessary to analyze the reasons for the limited performance of the functions of deputies,and then put forward effective countermeasures.Through the research idea of "what is why and how to do",this thesis uses normative analysis,case analysis and interview methods,combined with the representative system theory and the two-factor theory,to conduct an in-depth analysis of the functioning of the deputies to the People’s Congress in A County,B City.First of all,it introduces in detail the relevant concepts and theories of the functions of NPC deputies,including NPC deputies,their work,and their functions.Secondly,it analyzes the current situation of the functions of deputies to the People’s Congress in A County of B City.On the basis of in-depth analysis of the structure of deputies to the People’s Congress,it shows in detail the specific measures taken by A County of B City to improve the level of the functions of deputies and the results achieved by the functions of deputies to the People’s Congress in A County of B City.Through the above case analysis,this thesis believes that in the process of performing the functions of the deputies to the People’s Congress of County A in City B,there are problems such as the quality of the proposals proposed by some deputies that need to be further improved,the subjective initiative of deliberating reports,the enthusiasm for carrying out activities,and the failure of deputies’ activities to achieve the expected results,and from the lack of in-depth publicity work,the lack of representative qualification review and training,the lack of standardized representative election procedures,and the imperfect guarantee mechanism for the performance of representatives The reasons for the imperfect supervision and incentive mechanism of the representative’s performance are analyzed from five aspects.Finally,four suggestions are put forward,which are to improve the comprehensive quality of representatives,create a good performance environment,improve the guarantee mechanism for the performance of representatives,and improve the supervision and incentive mechanism for the performance of representatives,so as to continuously improve the level of the performance of the functions of deputies to the people’s congresses at the county level.
