As a beneficial attempt to advance the digital transformation,government hotline,similar to the other intelligent technologies,contribute to participation and coordination.Thanks to government hotline,all types of participants of governance are getting organized effetely.However,intelligent technology is neutral.Its effect on collaborative governance depends on the institutional arrangements and organizational structure.The same applies to government hotline.When government hotline is based on bureaucratic government and attempts to play a role in the oriented pattern of governance,the effect of some original collaborative mechanisms will be weakened and some dilemmas of collaborative governance will appear.In order to clarify phenomenon and logic of the dilemma of collaborative governance hotline occurs and relieve the phenomenon,to start with,this article defines the concept of government hotline and collaborative governance dilemma.Then,based on the analysis of the organizational environment and the behaviors of various participants,it synthesizes poliheuristic theory,“control rights” theory and the theory of governance structure and the method of organization analysis and economic analysis into an integrative structure to illustrating the logic of dilemma of collaborative governance.As a result,From the two perspectives of the government and the government and other social organizations,we can comprehend,theoretically,how the technical impact of the use of government hotline leads to the weakening of the original government coordination mechanism,the tendency of the campaign-style coordination and integration management of the county-level government and departments,the difficulty of spontaneous coordination among government departments at the same level,the tendency of administrative social governance and crowding out effect on the social organization.From above study,it would be concluded that:(1)with the application of government hotlines,the government hotline center replaced the coordination and integration responsibility of the government leadership and the position of the leadership as information and order sending and receiving center,leading to the separation of coordination responsibility and authority and the weakening of the original coordination mechanism.(2)the application of government hotlines causes the change of task attributes and control rights,leading to the separation of incentive and acceptance rights of county-level government and departments,which weakens the management ability and willingness of the county-level government and departments to promote cooperation.(3)Government hotline changes problem representation of collaborative decision-making,highlights the motivation to avoid responsibility,weakens the public service motivation and motivation of representative bureaucracy,which leads to the game result of non-collaboration between government departments.(4)Government hotlines strengthen the bilateral dependence between the government and various social organizations,resulting in increased transaction costs and transaction risks,reduced internal control costs,and intensified the trend of administrative social governance structure.(5)Government hotlines reduce the administrative burden on the public.While improving the competitiveness of the government,they also increase the difficulty of social capital accumulation required by other social organizations.this creates the "crowding out effect" of the government on other social subjects.For all these reasons leading to some dilemmas of collaborative governance,this thesis puts forward five measures to optimize the government hotline in order to prompt the its effectiveness of organization on firing enthusiasm of participation of government and various social organizations in collaborative governance.For the first reason,it is suggested to optimize the process of government hotline,give play to the role of leadership,empower the hotline center,and build a coordination mechanism of government hotline.For the second reasons,it is suggested to establish the main position of the county-level government and departments in handling people’s demands,and give them the right of inspection,to promote integration and synergy.For the third reason,it is suggested to improve the mechanisms of supervision,acceptance and evaluation,and build an organizational environment conducive to the coordination.For the fourth reason,it is suggested to implement the party building leading to avoid the trend of “administrative” expansion.For the fifth reason,it is suggested to give play to the enabling role of government hotline platform to help various social organizations accumulate public trust,improve service efficiency and enhance competitiveness,so as to offset the “crowding out effect” of the government. |
