The rise of artificial intelligence is not only a significant development in the field of technology or industry,but also complements the modernization of human society.Since the concept of "artificial intelligence" was put forward in 1956,the application of artificial intelligence technology has increasingly influenced individual life and even the whole human society.As an important factor affecting the comprehensive reform of economy,society,politics and other aspects,the application of artificial intelligence technology has also buried security concerns for human society.The application of artificial intelligence is widely embedded in every level of society,and its influence in other fields is gradually accumulated and transmitted to the political field,causing political risks in the application of artificial intelligence in the fields related to national politics.This thesis firstly discusses the rising process of artificial intelligence and the connotation and characteristics of political risk of artificial intelligence.The political risk in the application of artificial intelligence refers to the conflict and crisis between the opposition of political interests caused by the application of modern technology to the political system.Its characteristics include: the structure under the political modernization,the spread under the globalization of science and technology,the reflexivity in the confrontation and reflection,and the modernity in the data portrait.Artificial intelligence technology brings benefits to human development,but also poses risks and hidden dangers to human society.The dimensions and manifestations of political risk in artificial intelligence include: technical political dilemma in the completeness dimension of intelligent contract,political ethical concern in the invisibility dimension of intelligent contract,and political governance loophole in the opacity dimension of intelligent contract.The political risks of AI arise for several reasons.This thesis analyzes the environmental factors of political risk of artificial intelligence,that is,the external factors of external interference in non-traditional security threats and global scientific and technological competition,and the internal transfer of power and responsibility conflict under the deep application of artificial intelligence.At the same time,the thesis explains the challenge of AI to political power and political value from the level of AI application and communication,and explores the causes of AI political risk from the level of AI technology,namely the technical mapping of power embedment.Artificial intelligence is a double-edged sword.In the practical application process,the political risk in the application of artificial intelligence has caused some social challenges and hidden worries,including the fair struggle between the alienation of data dictatorship and elite power,the theory of justice caused by the disorder of algorithm,the debate of security caused by the crisis of trust caused by the insensitivity of harm,and the thought of agency caused by the failure of risk response caused by the improper application of artificial intelligence.To deal with the risks and challenges in the application of AI technology,it is necessary to eliminate the obstacles of social and political development,and guide and promote the positive development of AI technology.Therefore,in view of how to prevent the political risk of AI,this thesis considers the path from the aspects of adhering to the modern idea of AI political risk response,co-construction and sharing,fully exploiting the dividends of AI data,coordinating response,laying the foundation of AI good governance,early warning research and judgment,and the whole process of AI political risk response.
