Research On Community Residents' Participation In The Context Of Normalized Prevention And Contro

In recent years,facing the background of frequent public emergencies,the effectiveness of grass-roots governance depends not only on the ability of the governors,but also on the participation ability of the governed.In particular,the community,as the first scene to deal with public emergencies,is not only the "combination surface" of the release of information from the top and the upload of information from the bottom,but also the "meeting point" of various demands,contradictions,interests and groups.Practice shows that,as the grass-roots governance with the most contact with the masses,the community has become the key unit to cut off the spread of crisis.Especially at the end of 2019,the pneumonia epidemic caused by novel coronavirus(hereinafter referred to as "COVID-19")suddenly broke out in Wuhan,and then evolved into a national and even worldwide infectious disease epidemic.This is a great test for human being in a risk society,and it is also a great test for the country’s grass-roots governance community system and governance ability.Facing the grim situation of epidemic situation,the CPC Central Committee emphasized that people’s life safety and health should be put first,and a series of measures were taken decisively to curb the epidemic situation,with remarkable results in prevention and control.As the front line of "external defense input and internal defense rebound" in community epidemic prevention and control,it is the main battlefield of grassroots epidemic prevention and control,and residents,as the main body of community work,are the main force of community epidemic prevention and control.When epidemic prevention and control is gradually turning into normalization,how to give full play to the role of community residents’ participation in governance under the background of normalization prevention and control is a new topic that we have to think about.At present,there are abundant literatures on residents’ participation,but few of them are discussed under the background of normalized epidemic prevention and control.On the basis of combing a large number of references,this paper takes the public crisis management theory and citizen participation theory as the theoretical basis,takes the planned behavior theory as the main framework,and combines the MOA model,constructs the influencing factors model of residents’ participation in the normalized community prevention and control,and puts forward relevant research hypotheses.Taking the urban residents in Tianjin as the research object,the questionnaire distribution method mainly adopts the combination of convenient sampling and snowball sampling,and answers and fills in through the combination of electronic questionnaire and paper questionnaire,and finally obtains 518 valid questionnaires.The relationship among the variables of the model was studied from various angles and all aspects by exploratory factor analysis,confirmatory factor analysis,independent sample T-test,ANOVN variance analysis,multiple comparison and structural equation model analysis.The results show that subjective norms have a positive impact on the willingness to participate.Attitude has a positive impact on willingness to participate.Perceptual behavior control has a positive impact on participation intention.Participation motivation has positive influence on participation willingness and participation behavior.Participation ability has a positive impact on participation willingness and participation behavior.Finally,according to the research results,some suggestions and measures are put forward.
